Jaynagar I is a Community Development Block that forms an administrative division in Baruipur subdivision of South 24 Parganas district in the Indian State of West Bengal.

History

Land Reforms

During 1946-1950 the Tebhaga Movement in several parts of the 24 Parganas district led to the enactment of the Bargadari Act. Although the Bargadari Act of 1950 recognised the rights of Bargadars to a higher share of crops from the land that they tilled, it was not implemented. Large tracts, beyond the prescribed limit of land ceiling, remained with the rich landlords. In 1967, West Bengal witnessed peasant uprising, against non-implementation of land reforms legislation, starting from Kheyadaha gram panchayat in Sonarpur CD Block. From 1977 onwards major land reforms took place in West Bengal under the Left Front government. Land in excess of land ceiling was acquired and distributed amongst the peasants. Subsequently, “Operation Barga” was aimed at securing tenancy rights for the peasants. In Jaynagar I CD Block 735.35 acres of land was acquired and vested. Out of this 568.02 acres or 77.24% of the vested land was distributed. The total number of patta holders was 957.[1]

Jaynagar I CD Block is located at 22°10′38″N 88°25′33″E / 22.1772°N 88.4258°E / 22.1772; 88.4258. It has an average elevation of 8 metres (26 ft).

Jaynagar I CD Block is bounded by Baruipur CD Block in a part of the north Canning I CD Block in parts of the north and east, Kultali CD Block in a part of the east, Jaynagar II CD Block in the south, and Magrahat II CD Block in the west.

It is located 38 kilometres (24 mi) from Alipore, the district headquarters.

Area & Administration

Jaynagar I CD Block has an area of 131.01 square kilometres (50.58 sq mi). Jaynagar police station serves this CD Block. Jaynagar I panchayat samity has 12 gram panchayats. The CD Block has 70 inhabited villages.[2] Headquarters of this CD Block is in Baharu.

Gram Panchayats of Jaynagar I CD Block/Panchayat Samiti are: Baharu Kshetra, Bamangachi, Chaltaberia, Dakshin Barasat, Dhosa Chandaneshwar, Harinarayanpur, Jangalia, Khakurdaha, Narayani Tala, Rajpur Korabag, Sripur and Uttar Durgapur.[3]

Topography

South 24 Parganas district is divided into two distinct physiographic zones: the marine-riverine delta in the north and the marine delta zone in the south. As the sea receded southwards, in the sub-recent geological period, a large low lying plain got exposed. Both tidal inflows and the rivers have been depositing sediments in this plain. The periodical collapse of both the natural levees and man-made embankments speed up the process of filling up of the depressions containing brackish water wetlands. The marine delta in the south is formed of interlacing tidal channels. As non-saline water for irrigation is scarce, agriculture is monsoon dominated. Some parts of the wetlands are still preserved for raising fish.[4]

Demographics

Population

As per 2011 Census of India, Jaynagar I CD Block had a total population of 263,151, of which 216,829 were rural and 46,322 were urban. There were 134,966 (51%) males and 128,185 (49%) females. Population below 6 years was 36,293. Scheduled Castes numbered 102,645 and Scheduled Tribes numbered 80.[5]

As per 2001 Census of India, Jaynagar I CD Block had a total population of 219,009, out of which 113,289 were males and 105,720 were females. Jaynagar I CD Block registered a population growth of 18.21 per cent during the 1991-2001 decade. Decadal growth for South 24 Parganas district was 20.89 per cent. Decadal growth in West Bengal was 17.84 per cent. Scheduled Castes at 94,849 formed around one-half the population. Scheduled Tribes numbered 1,204.[2][6][7]

Literacy

As per 2011 Census of India, the total number of literates in Jaynagar I CD Block was 165,987 (73.17% of the population over 6 years) out of which 93,228 (56%) were males and 72,759 (44%) were females.[5]

As per 2011 Census of India, literacy in South 24 Parganas district was 77.51[8] Literacy in West Bengal was 77.08% in 2011.[9] Literacy in India in 2011 was 74.04%.[9]

As per 2001 Census of India, Jaynagar I CD Block had a total literacy of 65.77 per cent for the 6+ age group. While male literacy was 77.07 per cent female literacy was 53.57 per cent. South 24 Parganas district had a total literacy of 69.45 per cent, male literacy being 79.19 per cent and female literacy being 59.01 per cent.[2]

In the 2011 Census of India, Hindus numbered 138,544 and formed 52.65% of the population in Jaynagar I CD Block. Muslims numbered 123,307 and formed 46.86% of the population. Others numbered 1,300 and formed 0.49% of the population.[10]

In the 2011 Census of India, Hindus numbered 5,155,545 and formed 63.17% of the population in South 24 Parganas district. Muslims numbered 2,903,075 and formed 35.57% of the population.[10] In West Bengal Hindus numbered 64,385,546 and formed 70.53% of the population. Muslims numbered 24,654,825 and formed 27.01% of the population.[10]

Human Development Report

According to the South 24 Parganas district Human Development Report, it is an overwhelmingly rural district with 85% of the population living in rural areas. An analysis of the district’s population shows that 33 percent of the district’s population belongs to Scheduled Castes. While 65.86% of people are Hindus, 33.24% are Muslims. 86% of the population resided in the 29 CD Blocks. In 2005, more than 4 lakh households were identified as living Below Poverty Line, pushing the poverty ratio in the district to 34.11%, way above the state and national poverty ratios.[11]

Jaynagar I CD Block had a poverty ratio of 39.57% of the households in 2005.

In standard of living Jaynagar I CD Block had a rank of 17 amongst all the 29 blocks. In infrastructure development it was 15th amongst all CD Blocks. In Jaynagar I CD Block, 15.21% households had access to electricity. The length of surfaced roads was 1.75 km per km2 area. The number of bank branches was 0.50 per 10,000 population. Lack of access to irrigation is a major problem for most of the CD Blocks in South 24 Parganas district. In Jaynagar I CD Block, 58.51% of rural households were engaged as daily/ agricultural/ other physical labour, 14.57% were cultivators, 10.24% were self-employed rural artisans/ hawkers, 9.24% were engaged in labour oriented regular jobs in the unorganised sector, and 12.46% were engaged in the organised sector or work as professionals.[11]

As per 1991 census, while male literacy rate was 66.78% female literacy was 34.35% and there was a gender gap of 32.43% in Jaynagar I CD Block. In 2006, Jaynagar I CD Block had 23 secondary and higher secondary schools. All of them had library facility but 21 of them did not have computer facilities.[11]

In 2006, in Jaynagar I CD Block for 134 villages there were 50 health sub-centres and 3 rural hospital/public health centres having 46 beds with 7 medical officers, 12 nurses, 71 health assistants and 9 pharmacists and technicians. 80.3% of the 375 habitations in Jaynagar I CD Block were fully covered with safe drinking water (including tube wells and tap water), 10.4% habitations were partly covered and 9.3% habitations were not covered. There are no embankments in Jaynagar I CD Block.[11]

Health

Certain areas of South 24 Parganas district has been identified where ground water is affected by Arsenic Contamination.[12] High levels of arsenic in ground water were found in twelve blocks of the district. Water samples collected from tubewells in the affected places contained arsenic above the normal level (10 microgram a litre as specified by the World Health Organisation). The affected CD Blocks are Baruipur, Bhangar I, Bhangar II, Bishnupur I, Bishnupur II, Basanti, Budge Budge II, Canning I, Canning II, Sonarpur, Magrahat II and Jaynagar I.[13]
