- Brava's Esperadinha Airport shut due to high winds
- A few more hotels and resorts constructed in the southernmost part of the island west of Santa Maria, Funaná and Garupa, owned by RIU
- Fourth and final seismic activity from the Cadamosto seamount happened on the island, it measured 4.3 on the Richter scale
- Isaura Gomes becomes mayor of São Vicente and served her first term up to 2005
- Start of construction of the road linking Porto Novo and Paul through the easternmost point of the island
- February 2: Saharan dust passes through Cape Verde
- April: Víctor Borges becomes Foreign Minister
- May 4: A Penumbral lunar eclipse took place and was mainly visible, it started after sunset during its totality and ended around 23:00[1]

- May 8 - 2004 Cape Verdean Football Championships began[4]
- June 12 - the Knockout stage of the 2003 Football Championships began
- July 10 - Sport Sal Rei Club won their only national championship title
