On 19 September 1923, the members of the 4th Dáil met for the first time. W. T. Cosgrave was appointed as President of the Executive Council by the Governor-General on the nomination of the Dáil. He proposed the members of the 3rd Executive Council of the Irish Free State, a minority single-party Cumann na nGaedheal government, and they were approved by Dáil Éireann for appointment by the Governor-General.
