List of foreign recipients of the Légion d'Honneur by country

The following is a list of notable foreign recipients of the Légion d'Honneur by their country of origin. The Order of Légion d'Honneur is the highest decoration in France and is divided into five degrees: Chevalier (Knight), Officier (Officer), Commandeur (Commander), Grand Officier (Grand Officer) and Grand Croix (Grand Cross).

Membership in the Légion d'Honneur is restricted to French nationals.[1] Foreign nationals who have served France or the ideals it upholds[2] may, however, receive a distinction of the Légion, which is nearly the same thing as membership in the Légion. Foreign nationals who live in France are submitted to the same requirements as Frenchmen. Foreign nationals who live abroad may be awarded a distinction of any rank or dignity in the Légion.

A complete, chronological list of the members of the Legion of Honour nominated from the very first ceremony in 1803 to now does not exist. The number is estimated at one million. Among them about 3000 were decorated with the Grand Cross (including 1200 French).[3]

  • Abdelkader El Djezairi (1860), Algerian religious and military leader who led a struggle against the French colonial invasion in the mid-19th century. In 1860, Abdelkader, who was living in exile in Syria, fought to save thousands of Christians in Damascus during the conflict between the Druze and Maronites. The French government then bestowed on him the Grand Cross of the Légion d'honneur[8][9]

  • Flight Lieutenant David Alexander Henry DFC was awarded the decoration of Chevalier on 7August2015 for his service as an RAAF Lancaster bomber pilot in 103 Squadron in the liberation of France during World War II[62] The medal was presented by General Jean-Louis Georgelin at the Sydney War Memorial on 5 November 2015.
  • William Brown Kelliher Perth, Western Australia; Pilot with Squadran 458 RAAF during World War II. Awarded the Légion d'Honneur in November 2015 for his role in the liberation of France.
  • Don Huxtable was appointed the rank of Chevalier in 2015 after flying 32 missions during WW2[63]

  • Barry and Yvonne Gracey Appointed Chevalier de la Légion D'Honneur on Saturday 23 July 2016 in Pozières to acknowledge their contribution to the remembrance of the Battle of Pozières 100 years ago[64]
  • Ronald Milton ( RAF 624 squadron) was appointed Chevalier De La Legion D'Honneur for his role towards the liberation of France during WW2. The presentation was held at a ceremony on board the French Frigate "Guėpratte" at Fremantle, Western Australia on Friday 20 May 2016[65]
  • Flying Officer Lawrence William Woods DFC AM (RAAF 460 Squadron) was appointed Chevalier de la Legion d'Honneur for his role in the liberation of occupied France during World War II in a ceremony in Brisbane, Australia on 12 June 2015[66]
  • Flying Officer William Horsley Grey (RAAF 460 Squadron) was appointed Chevalier de la Legion d'Honneur for his role in the liberation of occupied France during World War II in a ceremony in Sydney, Australia on 15 April 2015.

On the occasion of the 70th anniversary of the Battle for the Liberation of France, the French Republic with Veterans Affairs Canada identified over 1000 surviving veterans. Eligible citizens had a short window of opportunity in 2014 to apply. After realizing that other deserving veterans were missed, nominations were reopened in 2015[83]

  • Edward Fletcher, WW2 veteran, Coquitlam BC, Canadian Army tank crewman, was awarded the Legion of Honour in the rank of Chevalier for his role in the liberation of France[108]
  • Alan Charles Forster, WW2 veteran, Toronto, Ontario, Toronto Scottish Regiment, 1st Battalion, was awarded the Legion d'Honneur in the rank of Chevalier, 10 December 2015, order no. 12455LHE15, for his service in Normandy and exemplary service at St. Andre sur Orne where he was responsible for saving the lives of 60 soldiers who were pinned down by enemy fire.
  • George William Fouchard (WO2 retd), WWII veteran, 3 Field (Repro) Survey Company, Royal Canadian Engineers, was awarded the Legion of Honour in the rank of Chevalier in November 2015 for his participation in the liberation of France. George landed in late July 1944 and served throughout the Liberation of France and Netherlands as a cartographer[83]
  • Gilbert George Fowlow, WWII veteran, Royal Canadian Artillery, was awarded the Legion of Honour in the rank of Chevalier in November 2015 for his participation in the liberation of France[109]
  • Warren Frizzell, WWII veteran Royal Canadian Navy on D-Day was awarded the Legion of Honour in the rank of Chevalier in 2014 for his participation in the liberation of France.
  • Robert Garand (Bob), RCN Petty Officer. Garand was the Chief Engineer on the RCN landing craft, LCI-L 118, which lead the flotilla and was reportedly the first ship to arrive on Juno Beach on 6 June 1944. He was awarded the Legion of Honor in the rank of Knight for his participation in the liberation of France.
  • Gerrard "Gerry" Gaudet (Cpl ret) WW II veteran, RCE, resident of Whalley, BC, landed at Bernieres Sur-Mer on D-Day morning with 20th Field Company RCE. The sappers cleared beach obstacles and repaired roads for the advance to Carpiquet airfield. Gaudet rejoined 23rd Field Company and served in France, Holland and Germany[110]

  • Ralph Klein, (1942–2013), former Alberta premier for his role in nurturing ties between Alberta and France, which invests in the province's oilsands, was awarded the Legion of Honour in 2008 in the rank of Chevalier[120]
  • Thomas J Lawson, former Chief of Defence (2012–2015), was made Commander of the Legion of Honour in 2016[121]

  • Edward Clarence Leask, D-Day veteran, in the rank of Knight of the Legion of Honour. As a member of the Regina Rifles Regiment he stormed Juno Beach riding a motorcycle with a snorkel onto the shores. In addition to his role in the campaigns to liberate France, he also took part in the campaigns to liberate Holland. Presented 22 January 2015 at Vancouver Police Headquarters.[122]
  • E. A. Le Bel, Lieut Col. (O.C.) 8 April 1917, No.8 Canadian General Hospital, Saint Cloud, FR.
  • Gil Leclair/Leclerc (Sapper retired) veteran WWII, a member of 5th Field Company RCE landed at Bernières-sur-Mer on DDay+1 with several pieces of engineering equipment needed to support the advance. His main job during those first days on the beach was to disarm mines and subsequently he participated in the assault that liberated the airport at Caen. At the age of 90, Mr Leclair/Leclerc is one of the last living Quebec veterans to have taken part in the liberation of France and Europe.

  • William "Bill" Dalton Little, (1920–2019) MC CD, WWII veteran, Fort Garry Horse, Canadian Army, was awarded the Legion of Honour in the rank of Chevalier by the President of France, wounded on the beaches of Normandy and remained in the service after WW2.[123]
  • Maurice Low, WWII veteran RCAF, navigator in a Royal Airforce pathfinder squadron stationed in Britain, in the rank of Knight in the Order of the Legion of Honour. On 30 November 1942 his Stirling bomber was shot down near Paris, and the two surviving crew members became Prisoners of War. The insignia was bestowed in Vancouver, British Columbia, on 30 October 2003[124]
  • John MacIsaac, WW2 veteran, in the rank of Knight of the Legion of Honour for his role in the campaigns to liberate France following the D-Day Landings in the Second World War. Presented Saturday, 8 November 2014, at the Canadian War Museum, in Ottawa[90]

  • Donald Sadler McKechnie, WWII veteran, Royal Canadian Air Force, Lancaster bomber radio operator, was awarded the Legion of Honour in the rank of Chevalier in November 2015 for his participation in the liberation of France. He flew 57 missions in Pathfinder squadrons between 1943 and 1944[83]
  • Beverly McLachlin, Chief Justice of the Supreme Court, was made a Commander of the Legion of Honour by the Government of France in 2008[129]
  • Madeleine Meilleur, an Ontarian MPP and Minister Responsible for Francophone Affairs.
  • George Melnechuk, WWII veteran, Royal Canadian Navy, was awarded the Legion of Honour in the rank of Chevalier in November 2015 for his participation in the liberation of France[83]
  • John R Milani, Major (ret) RCA, served with the 13 Field Regiment, was awarded the Legion of Honour in the rank of Chevalier for his participation in the liberation of France. He was presented with the medal by the French ambassador on 4 May 2015. In August 1944, he was decorated by the Provisional Government of France with the Croix de Guerre.[82]
  • John Mitges, MMM, CD, Chief Warrant Officer (ret) WWII veteran RCE, of South Surrey, BC, with 18 Field Company, RCE that landed with the Nova Scotia Highlanders at Bernieres sur Mer before noon on 6 June. He later served in France, Holland and Germany. Postwar he trained as a glider pilot and parachutist, had two tours during the Korean War and retired from the Canadian Army in 1976.[83]
  • James Moffat, of Belleville, Ontario, WW2 veteran, RCAF Halifax bomber crew, parachuted to safety after a mid-air collision over Belgium on 31 Mar 44, evaded capture, trained by Belgian resistance and three months fighting with the French resistance under the false name Charles Lebrun, was awarded the Legion of Honour in the rank of Chevalier for the liberation of France[130]
  • Roland Moisan, of Sherbrooke, Quebec, WW2 veteran, was awarded the Legion of Honour in the rank of Chevalier, 8 November 2015 in Sherbrooke, Quebec[89]
  • William Edward Moore, WWII veteran, Royal Canadian Electrical and Mechanical Engineers, was awarded the Legion of Honour in the rank of Chevalier in November 2015 for his participation in the liberation of France. He was wounded servicing a Sherman tank, but recovered and later served in the Korean War[83]
  • Kim Morgan, Toronto, WW2 veteran of the British Army Woman Corps, for her role as a staff car driver to senior staff, was awarded the Legion of Honour in the rank of Chevalier[131]
  • Roger Morin (1921–2018), WWII veteran, Sherbrooke Fusilier Regiment, was awarded the Legion of Honour in the rank of Chevalier in Sherbrooke, Quebec in April 2017 for his participation in the liberation of France. He enrolled in 1940, was mobilized in 1941, trained as a Sherman tank crewman, landed on D-Day and served until demobilization in October 1945, when he transferred to the reserves serving another 25 years.[132]
  • Thomas Kenneth Moynihan, WW2 veteran, Second Survey Regiment of the Royal Canadian Artillery, was awarded the Legion of Honour in the rank of Chevalier on 4 February 2017 in Mississauga, Ontario for his participation in the liberation of France. He landed on Juno Beach in July 1944 to proceed inland and located German artillery[133]
  • Brian Mulroney, former Prime Minister of Canada, was presented the Legion of Honour in the rank of Commander, on 6 December 2016 by the French ambassador Nicolas Chapuis in Ottawa[134]

  • Wilf Pound, WW2 veteran, Cameron Highlanders of Ottawa, was awarded the Legion of Honour in the rank of Chevalier on 11 November 2014 Remembrance Day, at his residence in Brighton, Ontario, for his participation in the liberation of France[138]
  • Kenneth Pratt, Sapper (retired), WWII veteran RCE of Smithers British Columbia, 7th Field Company RCE. Pratt has the distinction of landing in France twice. His company landed in Dieppe (Aug 42) and Pratt was one of 3 of the original 60 men who returned to England after the raid. The remainder either killed, missing, captured or wounded in action. Two years later he landed on Juno Beach on D-Day. Pratt served in England, France, Belgium and the Netherlands.
  • Claude Provost, WW2 veteran, Cameron Highlanders of Ottawa, was awarded the Legion of Honour in the rank of Chevalier on 2 December 2014 in Moose Creek, Ontario, for his participation in the liberation of France[139]

  • Harriet (Hallie) J.T. Sloan CM CD BN, LCol (retd) (1917–2016), WW2 nursing veteran with 8th Canadian General Hospital. Sloan landed in Normandy in July 1944 and served in North West Europe until VEDay. She remained in the service after the end of the war. In an active retirement she was a military nursing consultant for the film The English Patient. She received many honours, including the Order of Canada in 2004 and the Legion of Honour in 2015[145]

  • Frederick Homard was awarded the Légion d'honneur in 2016 at 90 years old. He landed at Sword Beach when he was only 18 years old on 10 June as part of the D-Day landings and worked as part of a naval signal team.

  • John Stanley Hyde (93 years old as of September 2017) who was a Royal Marine and Gunner in the 1944 D-Day Landings. He was presented the Légion D'Honneur for his role in D-Day Landings in 2015. John still travels to Normandy every year. John joined the Marines aged 17 after his Brother was killed in the line of duty aged 26 by a German Dive Bomber.

  • James "Horace" Calhoun (Chevalier 2014) private first class, United States Army. Calhoun was captured while in Germany in WWII. He was taken as a prisoner of war, and was placed in a concentration camp, which he successfully liberated, by impersonating a Nazi after he snuck into the German showers, took out a soldier, and posed as a Nazi by stealing their uniform. PFC Calhoun was again captured, this time by the Americans, who initially thought he was a Nazi spy because he had traded his worn-out boots for German boots when he left the POW camp. Sir Horace Calhoun was decorated with three Bronze Stars and one Silver Star by the United States, the latter for gallantry in action against the enemy in Germany. He was also decorated as Chevalier de l'Ordre Nationale, effectively making him a knight of the French government."[456]
