On the Third Tier of subdivision, Vietnam is divided into 1,581 wards, 603 townships and 8,978 communes.[1] Wards (phường), together with Townships (thị trấn) and Communes (xã) have an equal status under the Third Tier units.
Wards are subordinate to Urban District, Provincial City or Town as the Third Tier unit.
Currently, to manage the urban areas and their associating families, each ward is divided into neighborhoods (Vietnamese: khu phố), with each neighborhood the most basic organization of population.
Ho Chi Minh City has 259 wards and Hanoi has 147 wards.[2]
