From Literary Chinese, from 世說新語/言語:

吳牛。」 [Classical Chinese, trad.]
吴牛。” [Classical Chinese, simp.]
“chén yóu wúniú, jiàn yuè ér chuǎn.” [Pinyin]
"The minister is a like a water buffalo seeing the moon and breathing heavily."

Literally "water buffalo pants at the moon", as if the moon were a hot sun.
