No to capitulation! is an ongoing series of protests in Ukraine against the policy of the President of Ukraine Volodymyr Zelensky in eastern Ukraine. Protestors consider implementation of the Minsk Agreements by the "formula of Steinmeier" capitulation to Russia in the Russo-Ukrainian War.

Prerequisites

On 1 October 2019, the Russian media announced that the Ukrainian delegation had signed the Steinmeier Formula at the regular meeting of the Tripartite Contact Group.[15]

A few hours later, the Presidential Office announced an urgent briefing. At the briefing, Volodymyr Zelensky stated that Ukraine had agreed to the so-called Steinmeier Formula which entails holding elections in the occupied Donbass,[16] housing troops from Donetsk and Lugansk regions, and holding elections there.[17]

Russian-backed separatist militants in the occupied Donbass have stated that signing these agreements is "a victory for the DPR and the LPR over Ukraine".[18]

Russia supports the signing of the formula, seeing it as beneficial for Russia, NATO, France and Germany.[19]
