Not to be confused with the smaller ward that existed since pre-independence era named as Jalan Besar Single Member Constituency, which is also where the ex-minister Lee Boon Yang made his debut.
Jalan Besar Group Representation Constituency (Chinese: 惹兰勿刹集选区; Malay: Kawasan Undi Perwakilan Berkumpulan Jalan Besar; Tamil: ஜாலான் புசார் குழுத் தொகுதி) is a four-member Group Representation Constituency composed of several city suburbs surrounding the Central Area of Singapore. It is named after Jalan Besar, a street in Singapore that forms this GRC's centrepiece. The street itself is within the Kallang planning area, Kallang itself being part of this GRC. The GRC has four divisions, namely Kampong Glam, Kolam Ayer, Kreta Ayer-Kim Seng and Whampoa.
This GRC encompasses several heritage areas, including Little India, Desker Road, Kolam Ayer and Crawford in the North. Kreta Ayer-Kim Seng itself includes the Singapore River, Chinatown and Bukit Ho Swee.
The present-day Jalan Besar GRC is headed by the former Minister for Communications and Information Yaacob Ibrahim and co-led by Senior Minister of State for Defence Heng Chee How. Prior to the 2011 general elections, Dr Lee Boon Yang was the previous anchor minister for the original Jalan Besar GRC. Jalan Besar GRC has been contested by the opposition at every election, except 1991.
Members of Parliament
^ Choo resigned before being charged and convicted in 1999 for cheating offences.[1] However, no by-election was called on the ground since it was a Group Representation Constituency, hence the workload for the Whampoa ward could be distributed among the rest of the team.
Dissolution
This GRC is particularly notable for its dissolution in 2011 where it becomes the new Moulmein-Kallang Group Representation Constituency. Jalan Besar GRC ceased to exist and its services transferred to three constituencies:
- Kolam Ayer, Jalan Besar, and Kampong Glam divisions were belong to Moulmein-Kallang Group Representation Constituency
- Kreta Ayer-Kim Seng division was transferred to Tanjong Pagar Group Representation Constituency
- Whampoa division was carved out as a single-member constituency
Jalan Besar GRC made its subsequent reformation one parliamentary term later in 2015, where a majority of the GRC were reversed, while the Jalan Besar division was dissolved into other wards.

- Kolam Ayer - Geylang Bahru, Bendemeer & Serangoon Road (North of Kallang River), St George's Road, Sims Place, Sims Drive, Sims Vista, Upper Boon Keng Road , Kallang MRT , Lorong 1-22 Geylang, Kallang Bahru and The River Vista@Kallang
- Kreta Ayer-Kim Seng - Havelock Road, Jalan Bukit Ho Swee, Indus Road, Beo Crescent, Kreta Ayer, Chinatown, People's Park, Maxwell Road, Ministry of National Development (MND) Building, Marina Bay Sands, Hong Lim Complex, Boat Quay, Clarke Quay, Marina Bay Downtown, Raffles Place, Marina Barrage, Gardens by the Bay, East of Tanjong Pagar Road , Marina South Pier and Singapore River (Southern portions)
- Whampoa - Jalan Rajah, Jalan Tenteram, Whampoa HDB Estate, Lorong Limau, Jalan Bahagia, Towner Road, McNair Road, Bendemeer, Bendemeer Shopping Mall, The City View and Boon Keng.
