From หัว (hǔua, “head: body upper part; chief, leader; chief, leading, principal; situated at the top or front; etc)”) +‎ เมือง (mʉʉang, “polity, as country, city, etc”).

หัวเมือง • (hǔua-mʉʉang)

1. (archaic) city ruler; city chief.
   • ยวนพ่าย:

     หัวเมืองคิดใคร่สู้ สงคราม

     hǔua-mʉʉang kít krâi sûu · sǒng-kraam

     City chiefs wanted to engage in the war.

     หัวเมืองหัวหมื่นแกล้ว การรณ

     hǔua-mʉʉang hǔua mʉ̀ʉn glɛ̂ɛo · gaan ron

     City rulers and warriors are all skilled in the warfare.

     หัวเมืองขุนหมื่นพร้อม พันแหน แห่นา

     hǔua-mʉʉang kǔn-mʉ̀ʉn prɔ́ɔm · pan hɛ̌ɛn · hɛ̀ɛ naa

     City heads, counts, barons, and baronets are all present in the parade.

2. (government, historical) city, other than the capital city, to which other cities are subject or which is the chief of a cluster of cities, consisting of four levels: หัวเมืองเอก, หัวเมืองโท, หัวเมืองตรี, and หัวเมืองจัตวา.
3. provinces: the parts of a country outside of the capital or the largest cities.
4. (colloquial) remote city; hinterland.
