Publication history

Terror (Baxter Forbes), was created by Steve Ditko in 1968, first appearing in "Beware the Creeper" #1. The Terror is the second villain the Creeper faces.

There is some name confusion when it come to the Terror. This is due to his first appearance. On the cover of that issue it says "Where lurks the Menace?" This has led some to believe that to be the characters name but inside the book he is referred to as the Terror. With so little information about the character it is hard to know if the character was supposed to have been named the Menace originally or was the name changed on the cover or, if it was just an inadvertent albeit misleading sentence.

Fictional character biography

The Terror is actually a man named Baxter Forbes who works with Ida Horn for Private Detective, Hack Axeley. Working with Ms. Horn, Mr. Forbes gathers the information collected by his boss to blackmail multiple mob bosses around the entire city and profit from them in return. He demands half their racket as payment or he'll spill their secrets to the public. This makes him a lot of enemies real fast and because he murders a man named Jurgen, and later his boss, he also gets the Creeper on his trail investigating him. The Creeper eventually figures out who he is and brings him to justice.

Powers and abilities

Terror somehow has superhuman strength without explanation, and is skilled in combat with assorted gadgets.
