Armenia–Pakistan relations

The international and bilateral relations between Armenia and Pakistan are poor. Pakistan is the only country in the world that does not recognize Armenia as a state.[1] Primary causes of the two countries' diplomatic rift are the Armenian Genocide and the Nagorno-Karabakh conflict.[2] Since the 1970s, Pakistan has supported Turkey's position that the Armenian Genocide did not occur.

The Nagorno-Karabakh region is mainly populated by ethnic Armenians, but is internationally recognised as inside the borders of Azerbaijan. The self-declared Republic of Artsakh, which de facto controls the region with Armenia's support, is only recognised by Abkhazia, South Ossetia, and Transnistria, all of which themselves lack diplomatic recognition by most nations. Pakistan had supported Azerbaijan during and after the Nagorno-Karabakh War. Due to its close relations with Armenia's adversaries, Turkey and Azerbaijan, Pakistan considers the Khojaly massacre to be a genocide.[3]

Pakistan was the third country, after Turkey and Romania, to recognize Azerbaijan, and has close relations with that country. Because of the perceived pro-Azerbaijan and pro-Turkey policies implemented by Pakistan, Armenia has developed friendly relations with India, and supports the Indian position on the Kashmir conflict.[4]

At the end of 2016, Armenian–Pakistani relations further deteriorated, and Armenia vetoed Pakistan's bid for observer status in the Russian-led Collective Security Treaty Organization (CSTO) Parliamentary Assembly.[5][6][7]
