Sebastião Lopes de Calheiros e Meneses (23 January 1816 – 20 November 1899) was a Portuguese colonial administrator.

Biography

Calheiros e Meneses was the son of Pedro Lopes de Calheiros e Meneses de Benevides (b. 20 December 1772), Sergeant Major of the Cavalry and Nobleman of the Royal House, and his mother was Ângela Jácome do Lago e Moscoso or Ângela de Moscoso Jácome do Lago e Rego (b. 8 June 1778) and paternal uncle of the first Count of Calheiros.[1]

He was a General Officer of Engineer, Noble of the Royal House.[2]

He was the 81st Governor-General of the Province of Cape Verde from December 25, 1857 to 1860,[3][4][5] he succeeded António Maria Barreiros Arrobas and was succeeded by Januário Correia de Almeida, during his time as governor, he governed all the islands of the Cape Verdean archipelago and the coast of Guinea (now Guinea-Bissau) as Head of Public Works of the District of Cape Verde.

He was later 78th governor-general of the province of Angola from 1861 to 1862, he succeeded Carlos Augusto Franco and was succeeded by José Baptista de Andrade.[6][7][5]

He was Minister of State of the Ministry of Finance from November 18 to December 17, 1868, Peer of the Realm.[2]

He was Master of the House of Cunhas Sotomayores (or Sotomaiores) in Braga and the House of Cardido in Ponte de Lima.[2]

Family

He was married to Maria Emília da Silveira Pinto da Fonseca (25 October 1844/1854 - 22 February 1931) in 1887, daughter of the 2nd Viscount of Várzea (de Abrunhais) and mother of the 2nd Viscountess of Guiães, and widoe of the generation of the First Count of Costa who had a son.[2]
