Malta competed in the Eurovision Song Contest 2004 in Istanbul, Turkey. The Maltese entry was selected through the Malta Song for Europe contest, where the winners were Julie and Ludwig with the song "On Again... Off Again", written by Philip Vella and Gerard James Borg.
Malta Song for Europe 2004
Public Broadcasting Services (PBS), the Maltese broadcaster, organised a national final to select the 2004 Maltese entry to the Eurovision Song Contest. Malta Song for Europe 2004 was held on 13 and 14 February, where the winner was decided through an expert jury, comprising 50% of the overall vote, and public televoting, comprising the remaining 50% of the vote.
Sixteen songs competed to be the Maltese entry to Eurovision, with the final winners being Julie and Ludwig with the song "On Again... Off Again".

At Eurovision
For the Eurovision Song Contest 2004, a semi-final round was introduced in order to accommodate the influx of nations that wanted to compete in the contest.Because Malta placed 25th at the 2003 contest,Julie & Ludvig were forced to compete in the semi-final, held on 12 May 2004. At semi-final Julie & Ludvig performed "On again... off again" 8th in the running order, following Portugal and preceding Monaco. They placed 8th and qualified for the grand final. At final they performed 6th in the running order, following Serbia & Montenegro and preceding Netherlands. At the close of the voting, Malta placed 12th in a field of 24, having received 50 points.Meaning that Malta automatically qualified for the final in the 2005 contest.
