The 2019 Torneo Descentralizado de Fútbol Profesional (known as the 2019 Copa Movistar for sponsorship reasons) is the 103rd season of the highest division of Peruvian football. A total of 18 teams have been confirmed to compete in the season.

Competition format

The season is divided into four phases, Torneo de Verano, Torneo Apertura, Torneo Clausura, and the Playoffs.

The first phase is the Torneo de Verano where all the teams are divided into two groups and play each team in their group twice at home and away. The winner of each group will qualify to a two match, home and away final. The group winner with the most points on the aggregate table will choose which leg they play as the home team. The winner of this tournament will gain access to the playoffs and the 2020 Copa Libertadores as long as it finishes in the top eight of the aggregate table at the end of the season.

The second and third stages are two smaller Apertura and Clausura tournaments of 15 games each. Each team will play the other teams once during the Apertura tournament and during the Clausura tournament in reversed order for a total of 30 matches. Points earned during the Apertura will not carry over during the Clausura. The winners of the Apertura and Clausura stages will also qualify to the playoffs and the 2020 Copa Libertadores as long as they finish in the top eight of the aggregate table at the end of the season.

The playoffs to decide the national champion will be contested by the winners of the three tournaments as well as the best team in the aggregate table, which will play two semifinals with the winners playing the final. If a team wins two out of the three tournaments, it will qualify for the final and the winner of the remaining tournament will play the best team in the aggregate table in the semifinal. The team with the most points on the aggregate table will choose which leg they play as the home team. If the teams are tied in points a third match on neutral ground will be played to decide the national champion. If a team wins the three tournaments of the season, the playoffs will not be played and it will be declared as champion. The 2020 Copa Sudamericana berths will be awarded to the teams with the best record in the aggregate table that did not qualify for the Copa Libertadores. The two teams with the fewest points at the end of the third stage will be relegated.
