History

The club was founded on December 18, 2010 by the mayor of the Desaguadero District, Juan Carlos Aquino. The district is close to the Peru-Bolivia border and thus was called Binacional, or Bi-national in English.

Its first season was the 2011 Copa Perú season were it participated in the Liga Superior de Puno were it finished 4th with 14 points. The club was able to surpass both the Liga Superior de Puno and the departmental stage the next season after finishing second to C. D. Alfonso Ugarte with 21 and 11 points respectively. Binacional was also the Region VIII champion after finishing first in its group and then beating C.D. Alfonso Ugarte in penalties 1–3 after a 0–0 draw. Thus it accessed the national stage for the first time where they defeated Deportivo CREDICOOP from Tacna in penalties 5–4 after a global score of 3–3 in the Round of 16. Unfortunately the Peruvian Football Federation's Justice Court retired the team from the tournament for fielding José Antonio Balarezo Dávila, who was suspended after receiving a red card in the last game of the departmental stage, in the regional stage.

Binacional repeated a similar campaign in 2013 where it was the Region VIII runner-up under Unión Fuerza Minera and then was eliminated in the National Stage Round of 16 by eventual champion San Simón. In 2014 and 2015 it reach only the regional and departmental stages of the tournament.

For 2016 the team switched its locality to the Paucarpata District in the Arequipa Region at the decision of President Juan Carlos Aquino. There Deportivo Binacional bought the place of Escuela Municipal de Paucarpata. As part of the merge the club because known as Escuela Municipal Binacional. The club started that year's campaign as the district stage champion by winning all 8 games and scoring 70 goals with Luis "Puchito" Flores as coach. It surpassed the provincial and departmental stages without difficulty to reach the national stage as Arequipa Region's runner-up.

In the national stage it won 4 games and tied 2 to finish second in the over-all league table of 50 participants. It defeated both Ica Region representatives, Octavio Espinosa and Carlos Orellana by global scores of 5–2 and 4–6 respectively. This allowed it to play the final group stage or La Finalísima in Lima as one of the four best Peruvian amateur teams in the Estadio Nacional de Lima. It surprisingly lost to the eventual fourth place team Racing de Huamachuco by 1–0. The second game was against eventual champion Sport Rosario which it lost 3–2 with an own goal by Carlos Aspilcueta at the 73rd minute. It finished 3rd after beating Deportivo Hualgayoc by 0–1 and thus preventing it from winning the tournament.

Binacional had a great 2017 campaign starting in the departmental stage of the Copa Perú where it went undefeated to win the tournament. The team thus qualified to the national stage of the tournament for the second year. It won four games, tied one, and lost one for a 12 out of 50 teams finish in the league table. This was enough to qualified them to the tournament's second round for a spot in the Round of 16, where it faced León de Huánuco. Binacional won both legs, 3–1 away in Huánuco and 8–1 at home in Arequipa for a global score of 11–2.

It defeated the Lima Region champion, Defensor Laure Sur by a global score of 5–1 and Ica Region representative Unión San Martín 5–2 to reach La Finalísima once again. Their first game was a 4–1 victory against José Carlos Mariategui from Tarapoto. It then tied 1–1 against tournament favorite Atlético Grau. This left both Atlético Grau and Binacional with the same amount of points going into the last match day. Both teams managed to win their respective games against José Carlos Mariátegui and Estudiantil CNI. Yet Binacional managed a better goal difference of +5 compared to Grau's +3. As such, El Poderoso won the championship and promotion to the 2018 Torneo Descentralizado.
