Zapatero II Government

The Zapatero II Government was formed on 14 April 2008 following José Luis Rodríguez Zapatero's election as Prime Minister of Spain by the Congress of Deputies on 11 April and his swearing-in on 12 April, as a result of the Spanish Socialist Workers' Party (PSOE) emerging as the largest parliamentary force at the 2008 Spanish general election.[1][2] Zapatero's second cabinet was composed mainly by members of the PSOE and its sister party, the Socialists' Party of Catalonia (PSC), as well as a number of independents.[3][4] It succeeded the first Zapatero government and was the Government of Spain from 14 April 2008 to 22 December 2011, a total of 1,347 days, or 3 years, 8 months and 8 days.

The government was automatically dismissed on 21 November 2011 as a consequence of the 2011 general election, but remained in acting capacity until the next government was sworn in.[5][6]

Zapatero's second government saw a number of cabinet changes during its tenure:

Council of Ministers

The Council of Ministers was structured into the offices for the prime minister, the two deputy prime ministers, 17 ministries and the post of the spokesperson of the Government.[19][20][21] From April 2009, the Council would include a third deputy prime minister.[22][23] The number of ministries was reduced to 15 after the ministries of Housing and Equality were merged into the Development and Health ministries.[24] From July 2011, the Council would include only two deputy prime ministers.[25]

  9. The General Secretariat of the Prime Minister's Office was directly dependant from the Prime Minister's Office until 22 July 2011, when it was downgraded from state secretariat to undersecretariat status and made dependant from the Office of the Chief of Staff.
  10. The National Sports Council was dependant from the Ministry of Education, Social Policy and Sports until 7 April 2009, when it was made directly dependant from the Prime Minister's Office.
  11. The Directorate-General for International Economic Relations and Energy Affairs was dependant from the Secretariat of State for Foreign Affairs until 27 July 2010, when it was made directly dependant from the Ministry of Foreign Affairs and Cooperation.
  12. The Introducer of Ambassadors was dependant from the Undersecretariat of Foreign Affairs and Cooperation until 4 November 2010, when it was made directly dependant from the Ministry of Foreign Affairs and Cooperation.
  13. The Office of the Solicitor General of the State–Directorate of the State Legal Service was dependant from the Secretariat of State for Justice until 25 September 2010, when it was made directly dependant from the Ministry of Justice.
  14. The Directorate-General for Registries and Notaries was dependant from the Secretariat of State for Justice until 25 September 2010, when it was made dependant from the Undersecretariat of Justice.
  15. The Directorate-General for Relations with Religions was dependant from the Secretariat of State for Justice until 3 July 2010, when it was restructured as the Directorate-General for International Legal Cooperation and Relations with Religions and made dependant from the Undersecretariat of Justice. On 25 September 2010 it would return to the Secretariat of State for Justice.
  16. The Technical Directorate for Intelligence and the Technical Directorate for Intelligence Support were directly dependant from the Secretariat of State–Directorate of the National Intelligence Centre until 6 November 2009, when they were made dependant from the General Secretariat of the National Intelligence Centre.
  17. The General Secretariat for Territorial Financing was disestablished on 6 May 2010, with its sub-unit (the Directorate-General for Financial Coordination with the Autonomous Communities and Local Entities) being transferred to the General Secretariat for Finance. On 4 November 2010, the Directorate-General for Financial Coordination with the Autonomous Communities and Local Entities was made directly dependant from the Secretariat of State for Finance and Budgets.
  18. The Directorate-General for Security Infrastructure and Material was dependant from the Undersecretariat of the Interior until 16 July 2008, when it was made directly dependant from the Secretariat of State for Security.
  19. Between 7 and 21 April 2009 the Ministry of Development was extensively reorganized, with competences for Transport being merged into the newly-established Secretariat of State for Transport; Planning competences were transferred to a restructured Secretariat of State for Planning and Infrastructure, whereas competences for Institutional Relations and the Directorate-General of the National Geographic Institute were organized into a General Secretariat directly dependant from the Ministry. The Directorate-General for Railways and the Directorate-General for Road Transport were restructured into the Directorate-General for Railway Infrastructure and the Directorate-General for Land Transport, respectively.
  20. The Directorate-General for Architecture and Housing Policy and the Directorate-General for Soil and Urban Policies were directly dependant from the Secretariat of State for Housing and Urban Action until the establishment of the General Secretariat for Housing on 19 January 2011, when the two departments were transferred to it.
  21. Between 7 and 21 April 2009 the Ministry of Science and Innovation was extensively reorganized, with competences for Universities being transferred to the Ministry of Education.
  22. The Directorate-General for Trade and Investments was dependant from the General Secretariat for Foreign Trade until 27 July 2010, when it was made directly dependant from the Secretariat of State for Foreign Trade.
