Canada

The country's telecom regulator is the Canadian Radio-television and Telecommunications Commission (CRTC). However, it does not regulate most aspects of mobile phone service; prices and service quality are not regulated at all, while spectrum allocation is handled by Innovation, Science and Economic Development Canada.

United States

Mobile virtual network operators (MVNOs) in the United States lease wireless telephone and data service from major carriers such as AT&T Mobility, Sprint Corporation, T-Mobile US, and Verizon Wireless, as well as regional carrier United States Cellular Corporation for resale. The largest operator of MVNOs is TracFone Wireless with over 25 million subscribers.

The country's telecom regulator is the U.S. Federal Communications Commission.

The consumer equipment used by AT&T and T-Mobile is similar in the radio frequencies (spectrum) and modulation methods used; phones sold by T-Mobile can be used on the AT&T network (if the subscriber changes provider), and vice-versa. A separate network with different frequencies and equipment is used by Verizon, Sprint, and U.S. Cellular, so the phones they sell can be used on each other's network, but the phones designed for the AT&T/T-Mobile networks are not compatible with the phones used on the Verizon/Sprint/U.S. Cellular networks. Some third-party providers manufacture phones that will run on both networks, though the cost is high because the equipment is more complex while the volume is low. For service within the U.S. this is rarely needed since both networks provide similar coverage; these multi-network phones are used primarily by international travellers.
