Biography

He served as the President of the Presidency of the Socialist Republic of Montenegro from March 1989 to December 1990, and then as the acting Chairman of the Presidency of the Socialist Federal Republic of Yugoslavia from 1991 to 1992.

He was a member of the League of Communists of Montenegro until 1990, after which he joined the new Democratic Party of Socialists of Montenegro. On 16 May 1991 he became a member of the Collective Presidency of the Socialist Federal Republic of Yugoslavia.

He was an intense proponent of Serbian-Montenegrin unionism. When a reporter asked him what the difference was between Montenegrins and Serbs, he replied: "a vast majority of Montenegrins can say they are Serbs, while a vast majority of Serbs cannot say they are Montenegrins".[1][2]
