The State Secretariat for Education, Research and Innovation (SERI; SBFI) is a government agency within the Swiss Federal Department of Economic Affairs, Education and Research. It is headed by state secretary Mauro Dell'Ambrogio and has 250 employees and a budget of about four billion Swiss francs per year. It is responsible for national and international policies of education, research and innovation.[1]

Responsibilities

The SERI/SBFI is responsible for managing and funding of the institutes within the ETH Domain. In addition, it is responsible for regulating the Swiss universities of applied sciences, upper-secondary level vocational education and training, tertiary-level professional education and training, and continuing education and training. The SERI/SBFI promotes innovation and the pursuit of international cooperation in the areas of education, research and innovation. Within this remit, it is responsible i.a. for the finances of the Swiss National Science Foundation and the coordination of Swiss space research activities. Further responsiblities of the SERI/SBFI include the recognition of cantonal and foreign diplomas and other qualifications.[2]

History

The SERI/SBFI was formed on 20 December 2012 as part of the Federal Department of Economic Affairs, Education and Research, by merging the State Secretariat for Education and Research (SER; SBF), formerly part of the Federal Department of Home Affairs, and the Federal Office for Professional Education and Technology (OPET; BBT).[3] Mauro Dell'Ambrogio, a member of the "ultra-liberal" wing of PLR[4] and previously head of the SER[3], was appointed as head of the merged state secretariat after Johann Schneider-Ammann's failed attempt to appoint Roman Boutellier to this position.[5][6][7][3]
