Scott Stone is an American politician and a Republican member of the North Carolina House of Representatives representing House District 105 since May 16, 2016.[1]
Education
Stone graduated Clarkson University with a bachelor’s degree in Civil and Environmental Engineering. He received a Master’s in Business Administration (MBA) from Marymount University.[2]
North Carolina House of Representatives
Stretching from Pineville and along I-485 in South Charlotte, Rep.Stone currently represents District 105 in the North Carolina House of Representatives and serves on several key committees. Stone has been the House Representative since 2016 and is seeking re-election in 2018.
Legislative Experience
In the 2017 session, Rep. Stone introduced the North Carolina Permitting Efficiency Act (House Bill 794) that requires:
- transparency of all municipalities and state agencies related to permit review timelines and permit requirements
- NCDOT to delegate its permit authority for construction activities within state rights-of-way to municipalities with populations over 50,000
Rep. Stone introduced two behavioral health bills in the 2017 session; The Improve Healthcare IT Systems Efficiency Bill(HB 618) and Reduce Administrative Duplication (House Bill 631).
HB 618 requires:
- NCDHHS ensure that its software systems for electronic health records improve to gain efficiency and reduce bureaucracy
- provide extensive healthcare related data
- mandates that NCDHHS IT systems are upgraded to more efficiently meet this standard
HB 631 requires:
- NCDHHS established a work group that examined existing administrative requirements for behavioral health providers
Further, Rep. Stone filed House Bill 48, which does the following:
- extends the “cooling off period” for legislators who leave office and become lobbyists from 6 months to 12 months
- received strong support from a bi-partisan coalition of NC House members as it was among the most heavily supported pieces of legislation filed in the 2017 session.
In the 2018 Short Session, Rep. Stone reached an agreement on behalf of seniors across the state with the NC Assisted Living Association and other members of the assisted living industry to do the following:
- assure increased financial protections for seniors
- puts a stronger focus on the intent of the rules to minimize unexpected costs increases
Professional Background
During his professional career, he has held numerous executive roles with national and global engineering firms. His longest role was serving as a national practice director for a 400 person operation of a global, publicly traded firm, overseeing $400 million in annual revenue. Stone is currently the President of American Engineering.[6]
Community Service
In 2007, Stone founded the North Carolina Heroes’ Fund. The mission of the North Carolina Heroes’ Fund is to improve the quality of life for the military men and women of North Carolina and their families who are experiencing financial hardships as a result of their service.
Stone is an Eagle Scout.
