Meurs was born in Warrnambool, Victoria, Australia. Shortly after beginning university studies, he deferred for two years to serve as a full-time missionary of the church. He married Maxine Evelyn Thatcher in the New Zealand Temple in 1979 and they are the parents of four children.

Prior to his call as a general authority, Meurs served in a variety of positions in the LDS Church including bishop, stake presidency counselor, stake president in Perth, mission presidency counselor, and area seventy.

Meurs has also served as patron of the Australian Family Association.[1]

At the LDS Church's April 2016 general conference, Meurs was called as a general authority seventy. In 2018, he became the first counselor in the church's Asia Area Presidency.[2]
