The Ministry of Agriculture, Fisheries and Food (Spanish: 'Ministerio de Agricultura, Pesca y Alimentación') also known as MAPAMA is a ministerial department of the Government of Spain. Its headquarters is in the Ministry of Agriculture Building, an emblematic nineteenth-century edifice located in Madrid, Spain.
The Ministry is responsible for assigning Veterinary Surgeons to carry out checks in regard to the issuing of REGA Licences (Registro de Explotación) a requirement for the ownership of horses on Spanish property and small holdings.
This department included until 2018 the tasks of the former Ministry of Environment. These competences now belong to the Ministry for the Ecological Transition.
Responsibilities
The Ministry of Agriculture and Fisheries and Food is a department of the General Administration responsible for:[1]
- Making the state legislation in water, shores, environment, hills, meteorology and climatology affairs.
- Suggesting and carrying out the general guidelines of the Government about the agricultural, fishing and food policy.
- Managing the hydraulic, maritime and terrestrial public property.
- Representing the State at the international organizations belonging to these affairs, without prejudice to the competencies of the Ministry of Foreign Affairs and Cooperation.
- Coordinating the actions, cooperating and setting up the design and the implementation of all the policies which affect the Autonomous Communities and the remaining public administrations' competencies sphere, promoting their involvement through the organizations and the suitable resources.

The Ministry of Agriculture, Fisheries and Food is organised in the following superior bodies:[2]

- The General Directorate of Fishery Resources
- The General Directorate of Fisheries Management and Aquaculture
It also has some autonomous bodies which belong to the Ministry but they have their own budget:

- Spanish Fund of Agricultural Guarantee (FEGA)
- State Organization of Agricultural Insurances (ENESA)
- Hydrographic Confederations
- State Meteorological Agency (AEMET)
