Miguel Gabriel "Papín" Ortiz Veléz was a Puerto Rican politician and the former mayor of Sabana Grande. Ortiwas affiliateded with the Popular Democratic Party (PPD) and served as mayor from 1993 to 2018.[1][2]


In 2018, U.S. Federal authorities accused Veléz of defrauding the government of approximately $3 million in a scheme lasting from 2013 to 2016.[3]
