Lim received his tertiary education at the National University of Singapore, where he obtained a LL.B. In 1994, he became a founding partner of Tan Lim & Wong.

Connection to Jack Neo controversy

At the height of the Jack Neo's extramarital affair scandal,[4] Lim showed support for Neo saying "Since he is remorseful over this incident, he should be forgiven. Actually, a man who has a good career development, like himself, would find such scenarios unavoidable".[5] Lim later stated that he had been misquoted by the press.[5]
