Kerala State Housing Board (Abbreviation: KSHB) is a public sector undertaking, board by the Government of Kerala which was established on 1971.[2][3] The Board was established to provide direction, planning in the preparation and execution of housing and building activities, particularly of residential accommodation under the ACT 19 of 1971.

History

In early days various Governmental and Non-Governmental agencies were executing house building schemes without any co-ordination. These agencies have also not been able to function effectively. The Housing Minister's Conference was held on 1957 and in 1961 had recommended the establishment of a Housing Board or Corporation in every State in India. The Trivandrum City Improvement Trust Act in 1960 Act 1 of 1961 which provides the framing and execution of housing schemes applies only to the city of Trivandrum. The town planning act 1108(Act IV of 1108) which applies only to the city of Travancore -Cochin area of the state and the Madras Town Planning Act, 1920 (Madras Act VII of 1920) which applies to the Malabar area, contain certain provisions for framing and execution of housing schemes. But those provisions are inadequate to meet the requirements. Hence the Government considered it necessary to enact a comprehensive law applicable to the whole of the State providing for organized direction and planning in the preparation and execution of housing and improvement schemes and for the establishment of a State Housing Board to co-ordinate the various housing schemes in the State. In view of the urgency of the matter, the Kerala State Housing Board Ordinance, 1970(24 of 1970) has been promulgated and the Kerala State Housing Board has been constituted in 1971[4] as per the Kerala State Housing Board Act 1971, by merging Trivandrum City Improvement Trust, under the aegis of the Hon. Chief Minister Sri. C. Achutha Menon and Housing Minister Sri. M. N. Govindan Nair.

The business of the Board is governed by a Director Board headed by a Chairman, official members appointed by the Government of Kerala and non-official members nominated by the State Government. The Housing Commissioner to the Government of Kerala is the ex-officer Secretary of the Kerala State Housing Board. The Administration of KSHB is vested in the Board which constitute of 17 members, namely The Chairman, Housing commissioner cum ex-officer secretary, 4 official members and 11 non-official members nominated by the Government. The Board consists of 39 offices with its Head office at Thiruvananthapuram. There are 3 Regional offices at Thiruvananthapuram, Kochi and Kozhikkode and 14 division offices in all 14 districts. There is also 2 project divisions in Trivandrum and Kochi. The Technical wing consists of 175 Engineers up to the Chief Engineer and the ministerial wing consists of 350 officers/ staff up to the Additional Secretary.

Schemes

Kerala Housing Board have implemented various housing construction schemes as well as housing loan schemes as per the needs of public, beloning to various income groups. It includes Economic weaker section (EWS), low income group (LIG), middle income group (MIG) and high income group(HIG). In addition to these, general improvement schemes like commercial cum office complex, Government directed schemes like rental housing schemes, slum improvement schemes, housing complex for EWS, Rehabilitation housing schemes, Revenue towers etc.

MN One Lakh House

This scheme was launched by the Government of Kerala in early 1972. It was the first major attempt in India to provide adequate accommodation to the very poor, landless agricultural labour families who had not received homesteads under the Kerala Land Reforms Act, 1963 as amended in 1969.[5] The entire amount spent for the purchase of land and development of house-sites was received as subsidy from the Government of India [6]

Innovative Housing

A new housing scheme was formed in the 11th five-year plan, under 2nd years programme (2008-2009). It was proposed to construct residential flats in government land for the displaced labours in the economically weaker section in urban area. It was also proposed to implement the scheme at the Government land available with the Board at Thrikkakara,Ernakulam and Poojappura, Trivandrum.[6]

Rajiv One Million Housing

Rajiv One Million Housing Scheme (ROMHS) introduced by the board in 1992-97. Under this scheme 1% houses constructed for economic weaker section has been reserved for Physically Handicapped Persons.[6][7]

Tsunami Housing

Tsunami affected kerala coastal areas in 2004. KSHB has been designated as nodal agency for the implementation of the costal housing and re-settlement programme. Government has also decided to entrust the construction of houses at various districts of kerala to KSHB for direct execution. Housing Board undertake the construction of 1204 houses at Thiruvananthapuram (31), Kasaragod (270), Kannur (128), Kozhikode (567), Malappuram (208), temporary shelters at Kollam (200).[6][8]

Suraksha Housing

The scheme is to give financial assistance for the houseless EWS in both Urban and Rural areas in Kerala. Under this Scheme, assistance will be given to persons owning at least 2 cents of land to construct a house by themselves. The scheme will have an option to associate Voluntary Agencies and NGOs to assist the construction.[6]

Many Schemes was further implemented to waive housing loans in the year 2009[9]

Housing for NoRKs

In 2017 the KSHB plans to launch a special housing scheme for Non-Resident Keralites (NoRKs) employed abroad.The government had also come out with a package to provide decent accommodation for the five-lakh odd homeless in the State. The scheme took cues from the one lakh housing scheme (Laksham Veedu Padhathi) evolved by former Minister M. N. Govindan Nair.[10]
