The Kansas Department of Corrections (KDOC)[1] is a state agency of Kansas, headquartered in Suite 300 of 714 S.W. Jackson St. in Topeka.[2] The former agency of the Juvenile Justice Authority (JJA), which began on July 1, 1997, was merged with the Kansas Department of Corrections by Governor Sam Brownback on July 1, 2013 to increase internal efficiencies and provide more secure operations. The KDOC operates the state's juvenile correctional facilities. In 1996, the Kansas Legislature had passed the Juvenile Justice Reform Act, stipulating that only the most chronic, serious, and violent juvenile delinquents are sent to secure juvenile correctional facilities.

Facilities

The Kansas Juvenile Correctional Complex (KJCC)[3] is located in Topeka. KJCC opened and began to gain population in August 2004. The east division is for males,with capacity for 180 male juveniles, while the west division is for females. The west division, with capacity for 64 female juveniles, is the former Segregation units for the Boys. It’s residents take classes through Lawrence Gardner Highschool and Washburn university. All classes are on site.

The Larned Juvenile Correctional Facility (LJCF),[4] a 132,000 square feet (12,300 m2) medium security facility, is located in Pawnee County, near Larned. Its residents take on-site classes taught by Westside High School of the Ft. Larned School District (USD #495). In 1971, the 30 bed Adolescent Rehabilitation Unit opened at the Larned State Hospital (LSH). In 1982 the juvenile facility separated from LSH; today it is LCJF.

•Official White Boys(O.W.B) Founded by “Lanky” who is infamous for his intolerance of sexual offenders and being verbally and physically assultive towards Juvenile Corrections Officers. This group was disbanded due to multiple reports by sexual offenders who feared being assaulted and stated they were on a “hit list”, the hit list was never found by any JCO’s or KBI Agents but is still strongly believed to have existed.

Staffing issues:

•KJCC has had several investigations of staff “sexually abusing inmates(predominantly female inmates) infamous case involving (JCO)Darnell Perkins, (JCO)Logan Renft, (JCO)Dalton Davis, (JCO) Jessie Spencer, all JCO’s were investigated for the sexual assault of Juvenile Offender(JO) Johnny Reed. After investigation, reviewing cameras and interviews staff that was present during a Use of Force it was found that said JCO’s did In fact sexually abuse Juvenile Offender(JO) Johnny Reed and said JCO’s were placed on paid leave for 30 days.

Infamous Juvenile Offenders:

•Juvenile Offender J.L (alias:Lanky) is a particularly infamous JO due to the fact that he was extremely violent, known for use of homemade weapons on Corrections officers and more often on sexual offenders. “Lanky” was validated as “White Supremacy Security Threat Group” after being found in possession of “gang related material”.

•Juvenile Offender A.C(alias:CellyShank)CellyShank is infamous for his ability to influence other JO’s to do whatever he wanted and for is talent in making “hooch”(homemade alcohol” that had an alcohol content of 88%.
