Kai Hiu is one of the 37 constituencies in the Eastern District, Hong Kong.

The constituency returns one district councillor to the Eastern District Council, with an election every four years.

Kai Hiu constituency is loosely based on the Hiu Tsui Court and Kai Tsui Court in Siu Sai Wan with estimated population of 13,343.[2]
