Joseph Francel (September 2, 1895 – January 25, 1981) was an electrician from Cairo, New York, who served as the state of New York's executioner from 1939 to 1953. He executed 137 people, including Raymond Fernandez and Martha Beck[1][2] and Julius and Ethel Rosenberg.[3][4] Francel is buried in section 4 of Cairo Cemetery, near the village that bears the same name.
