D. Bap Reddy

Dwaram Bap Reddy was a top-ranking official^[1] within the United Nations System.^[2] He served at the Food and Agriculture Organization of the United Nations.

Education

Bap Reddy was among the earliest Indian Reddys to come to United States of America and arrived in 1946. He received his PhD from the University of California, Berkeley,^[3] United States in 1950. He was elected as President for the association of Indian students studying at the University of California, Berkeley, which was headquartered at the International House. It was called Hindusthan Students Association. He was also a Member of the Student Advisory Council of the International House.^[4][5]

Service with Food and Agriculture Organization of the United Nations

Bap Reddy served from 1978 to 1982 as the Deputy Regional Representative^[6] (With rank of Director in FAO, with Diplomatic rank of Level 5 of Washington Executive Schedule ) ^[7] of Asia and Pacific for the Food and Agriculture Organization of the United Nations(FAO), the primary worldwide non-governmental organization responsible for food and agricultural issues . As FAO Deputy Regional Representative for Asia and Pacific, he administered the FAO Regional Office of Asia and Pacific which has 46 Member countries. He served as Acting Regional Representative^[8] (With rank of Assistant Director-General in FAO ,with Diplomatic rank equivalent to that of National Deputy Minister or National Acting Deputy Minister of a Member State of the UN System, Secretariat members within the UN system enjoy Diplomatic rank if their posts are graded P-5 or above.^[9][10] With Diplomatic rank equal to that of Level 2(Deputy Secretary, has protocol rank of 19 according to The Order of Precedence of the United States of America)^[11][12] of Washington Executive Schedule.^[13] Are considered on same level as Ambassador, shall be accorded in respect of himself his spouse and minor children the complete immunity similar to the immunities enjoyed by diplomatic agents under International law^[14][15] ) of Asia and Pacific for Food and Agriculture Organization of the United Nations in 1980. He was FAO Representative (With rank of Director in FAO, with Diplomatic rank of that of Level 5 of Washington Executive Schedule.^[16] With privileges and immunities same level as of Consul-General^[17] ) in Indonesia^[18] from 1982 to 1986. As FAO Representative in Indonesia, he represented FAO and its programmes, policies and strategies. With rank of Director in FAO he had Diplomatic rank at roughly Executive Level 5 of the organizational structure of National Ministry of Agriculture of a Member State of the UN System for 10 years, Secretariat members within the UN system enjoy Diplomatic rank if their posts are graded P-5 or above.^[19][20] He served as ad interim FAO Representative (With immunities same as all UN Agencies' heads, are considered on same level as Ambassador, shall be accorded in respect of himself his spouse and minor children the complete immunity similar to the immunities enjoyed by diplomatic agents under International law)^[21] in Nepal in 1987. During his service he met various dignitaries, leaders and heads of government. He met Japan: Prime Minister E. Nishimura, Indonesia: President Soeharto, Nepal: Prime Minister Kirtinidhi Bista, India: President Sarvepalli Radhakrishnan, India: Prime Minister Pandit Jawaharlal Nehru, India: Prime Minister Indira Gandhi, Philippines : President Ferdinand Marcos, Thailand: Prime Minister General Kriangsak, Thailand: Prime Minister General Prem Tinsulanand, Fiji: Prime Minister Ratu kamisese Mara, Bangladesh: President Sheik Mujibur Rahaman. He visited 56 countries during studies and service . He visited Egypt, Kenya, Australia, Bangladesh, Brunei Darussalam, China, Hong Kong, India, Indonesia, Japan, Kampuchea, Laos, Malaysia, Myanmar, Nepal, New Zealand, North Korea, Pakistan(East & West), Papua New Guinea, Philippines, Singapore , South Korea, Sri Lanka, Thailand, Vietnam(South), Vietnam(North), Belgium, Benelux, Denmark, France, Germany, Greece, Italy, Luxembourg, Netherlands, Norway, Sweden, Switzerland, United Kingdom, Iran, Israel, Canada, USA, Fiji.

Service in India

Prior to serving with the FAO, he was an active researcher with more than 200 papers and articles to his credit . He was directly involved in the establishment of the plant protection counters at Indian ports of entry, a vital element in protecting India's food supply. In 1964 he was appointed by the Government of India to a Ministerial level Committee on the Harmful Effects of Pesticides. The Committee was headed by M.S Thacker, a Member of the Planning Commission. Apart from making many useful recommendations, the Committee advocated the introduction of National Pesticide Legislation.

Awards and recognition

• During the Eleventh Session of the Asia and Pacific Plant Protection Commission which has a membership of 24 countries, for which he was the Executive Secretary,^[22] the member nations paid a tribute to his contributions: "Dr. Reddy has been a driving force in plant protection throughout the Region. For extended periods he has carried out extensively and efficiently a wide range of activities, with little permanent assistance. In so as this Committee is concerned he has effectively organized six of the biennial meetings of the Committee as well as numerous projects on plant protection in the Region have received his continuing attention. Members of the Committee join in thanking Dr. Reddy for being the enthusiast who placed Plant Protection in South East Asia and the Pacific Region in a position where it is now receiving due consideration".^[23]
• Award presented by the Government of Republic of Korea.
• In his honor, the Plant Protection Association of India has instituted a national award, the Dr. D. Bap Reddy National Award for Integrated Pest Management, which is awarded annually to entomologists.^[24][25]
• Invited by the Royal Society of London to deliver a Special Lecture on Food Production(1965).
• Plant Protection News, Philippines published a Profile in recognition of Contributions(1975).

Personal life

Dr. D. Bap Reddy was married to Smt. Vidyavathi Devi. His youngest son Vijay Reddy has world's elite education, did schooling at International School Bangkok (Widely recognized as one of the premier International schools in the world has been providing quality education to expatriates representing more than 60 countries, started with children of United Nations and American diplomats) ^[26] and did B.S , M.S, Ph.D in electrical engineering from Cockrell School of Engineering (ranked No.5 best engineering school in the world according to the Academic Ranking of the World Universities and eighth nationally according to U.S News and world Report) ^[27][28] at the University of Texas at Austin.^[29][30][31]
