The 2019 Winter Universiade (Russian: Зимняя Универсиада 2019) will be an international student and youth competition, which is scheduled to take place from 2–12 March 2019 in the Russian city of Krasnoyarsk. This is the first time this event will take place in Russia.

On November 9, 2013, at the meeting of the Executive Committee of the International University Sports Federation (FISU) in Brussels, Krasnoyarsk was unanimously elected as the host city of the 29th Winter Universiade 2019. Students aged 17 to 25, and graduates who have received an academic degree or diploma in the year preceding the competitions are allowed to participate in the competition.

The 2019 Winter Universiade is the third Universiade to be hosted by Russia. The first Universiade was held in Moscow in 1973, and the second was hosted by Kazan in 2013. In modern Russian history, the Kazan Universiade set a high standard for major international sports events, which was later implemented on a larger scale at the Olympic Games in Sochi.

Bidding campaign and host city selection

On 3 April 2013, FISU, officially confirmed two candidate cities:[1]

On 1 September 2012, the bidding campaign for the right to host the 2019 Winter and Summer Universiades was launched. On the same day, the Russian Students Sport Union (RSSU) sent a letter to the President of the International University Sports Federation (FISU), Mr. Claude-Louis Galen, about Krasnoyarsk's intention to apply for the right to host the Winter Universiade 2019. Since that moment, Krasnoyarsk has officially been an applicant city.[2] The choice of the city was primarily determined by the desire and capability of the territory of Krasnoyarsk to host the University Games.[3] The capital of the Krasnoyarsk Krai is one of the country's student centres with the Siberian Federal University located there.

Krasnoyarsk's rival in the competition for the right to host the Winter Universiade 2019 was the Swiss Canton of Valais.

During the whole year, each applicant worked on the preparation of application profile. On 14 September 2013, Krasnoyarsk presented its Bidding Book at the FISU headquarters and received the status of a candidate city. The only competitor at this stage withdrew from candidacy.

On 9 November 2013, in Brussels, FISU members elected Krasnoyarsk as the host city of the 29th Winter Universiade 2019 by a closed vote.[4][5]

Brands

In accordance with the requirements of the International University Sports Federation (FISU), the logo of the Winter Universiade 2019 was made based on the Latin letter "U" – the first letter of the word "Universiade", with the city name in English and the year the Games take place – Krasnoyarsk 2019, the sequence number and the name of the event in English – 29th Winter Universiade, as well as 5 stars in blue, yellow, black, green and red colors – elements of the FISU logo.

The "U" letter in the logo of the Winter Universiade Krasnoyarsk 2019 symbolizes the ice block, the irregular facets of which demonstrate the severe character of Siberian nature, peaks of rocks and snow-covered slopes.[6]

Slogans

The main slogan of the Games is "Real Winter", revealing the essence of the Winter Universiade 2019 idea. It is not accidental that the first Winter Universiade in Russia will take place in 2019 in Krasnoyarsk – the geographical center of Siberia. Russia is the biggest country in the world by area, with long and severe winters on the most part of its territory. Russia is associated by foreigners with "frost" and "winter".

Another slogan is "100% Winter", which is used together with any of the slogans or independently as a chevron, stripe or patch on clothes.

In advertising campaigsn the slogan "Welcome to Winter!" is additionally used.

Mascot

The official mascot of the Winter Universiade 2019 is "U-Laika", a Siberian dog of the Laika breed, the symbol of loyalty, friendliness, joy and unbridled energy. Laika is a friend always ready to help in hard times and support in striving to any, even the most trying goal.[7]

Countdown Clock

On 5 June 2016, the countdown clock of the Winter Universiade 2019 was launched on the Yenisei river embankment in Krasnoyarsk. The countdown started from 1,000 days. The screen shows the exact number of days, hours, minutes and seconds before the official opening ceremony of the Games in Krasnoyarsk.

On 18 October 2017, 500 days until the start of the Winter Universiade 2019, the countdown clock of the University Games was unveiled with the participation of Russian Minister of Sport Pavel Kolobkov, acting Chairman of the Regional Government Viktor Tomenko, Director General of the Executive Directorate of the 29th Winter Universiade 2019 Maxim Urazov, and Ambassadors of the Winter Universiade 2019 Svetlana Khorkina, Ilia Averbukh and Zlata Demyanova.[8] The clock became the second art object of the Winter Universiade 2019 in Krasnoyarsk, and a new attraction site of the Funpark Bobrovy Log.[9]

Preparation

The management system of the Winter Universiade 2019 consists of four main levels: Organising Committee, Executive Directorate, Supervisory Board, Coordinating Council.

Organising Committee

The Organizing Committee for the preparation and delivery the 29th Winter Universiade 2019 in Krasnoyarsk was created by the Resolution of the Government of the Russian Federation from 18.02.2014, No. 219-p.

The current Head of the Organising Committee is the Deputy Chairman of the Government of the Russian Federation, Vitaly Mutko.

The Organising Committee is formed by representatives of the state authorities of the Russian Federation and the Krasnoyarsk Krai. The Organizing Committee makes important decisions on the Universiade organization and preparation: it approves the plan of organizational measures and the list of the Winter Universiade 2019 venues.

The organizational and technical support of the Organising Committee is entrusted to the Ministry of Sport of the Russian Federation.

ANO "Directorate Krasnoyarsk 2019"

The Executive Directorate’s function is to cooperate with the FISU and international sports federations to cover the issues related to preparation and delivering of the Winter Universiade 2019. For the FISU, the Directorate is the main coordinator for the preparations and delivering of the Winter Universiade 2019, such as:

  • The development, confirmation and approval of the Universiade sports programme with FISU and sports federations;
  • The development of the master plan of the Games approved by the Executive Committee of the FISU; the submission of reports on the plan’s implementation to the FISU Executive Committee twice a year;
  • The provision of Universiade venues with all required sports, medical, technical and other equipment in compliance with the requirements of FISU and international sports federations;
  • The technical preparation and support for TV broadcasts to any part of the world and broadcasting rights protections;
  • The coordination of medical and anti-doping support issues;
  • The development of the operating budget for the Games preparation and delivery;
  • The implementation of marketing programs and copyright protections;
  • Searching for and attracting sponsorship;
  • The development and implementation of the ticketing programme;
  • The provision of information support, conduction of promotional and PR-campaigns aimed at the popularization of ideas and values of the Winter Universiade 2019, student fellowship and student sports;
  • Participation in the development of the required regulatory and legal acts by state and local self-governing authorities,
  • And the organization and equipment for the Universiade Village.

Supervisory Board

The Supervisory Board is the supreme collegiate management body of the Executive Directorate. It ensures that the Directorate’s activity is consistent with the purposes for which it was established and monitors the implementation of financial and economic activities by the Directorate.

The functions of the Supervisory Board include:

  • The amendment of the Directorate Charter;
  • The identification of priority areas of the Directorate’s activity;
  • The approval of the financial plan and annual reporting of financial and operational activities,
  • And the appointment of the Director General and Audit Commission members;

The Supervisory Board includes representatives of the founders and the Director General of the Executive Directorate. The minister of Sport of the Russian Federation P. N. Kolobkov was elected as the Chairman of the Supervisory Board.

Coordinating Council

The Coordinating Council for the preparation and delivery of the 29th Winter Universiade 2019 in Krasnoyarsk under the Governor of the territory of Krasnoyarsk was established by the Decree in February 2015.

The Council Head is the governor of the Krasnoyarsk Territory. The structure of the Council includes representatives of executive and legislative authorities of the region, veterans of sports, heads of regional federations of winter sports, outstanding athletes of the region, and leaders of youth programmes.

The Council coordinates the interaction of various authorities, agencies, organizations and associations involved in the preparation of the Winter Universiade 2019, develops proposals on issues related to the organization of upcoming competitions, and etc.

Venues

The list of main venues was approved by the Organizing Committee of the Winter Universiade 2019 in July 2014.

Siberian Federal University (Krasnoyarsk)

Universiade Village

The Universiade Village will be located on the territory of the campus of the Siberian Federal University, close to Nikolayevskaya Sopka and most alpine skiing venues:

  • The Universitetsky Residential Complex will allow more than 3,000 beds to be placed on the territory of the Universiade Village for athletes and accredited persons, taking into account the pre-existing housing infrastructure of University campus.
  • the FSAEI HPO Siberian Federal University multifunctional center will consist of a training block and sports block with a food production facility, gymnastic training halls with transportable stands for spectators with up to 200 seats each, with the possibility of transforming one gym into a dining room for 700 seats. In addition, there is a plan to place a sports hall for athletes to train and warm-up at the venue. The estimated venue completion date is 2018.
  • The Perya Residential Complex will accommodate more than 1,700 beds for volunteers and support personnel close to the Universiade Village. Estimated venue completion date is 2018.

The placement of shops, hairdressing saloons, and leisure centers is planned.

Sports venues

Winter Sports Academy Regional Sports and Training Complex

Construction began in 2012. The Complex includes:

  1. Sopka Multifunctional Sports Complex;
  2. Snezhny Sports and Training Block;
  3. Halfpipe Park;
  4. Set of Alpine Skiing courses;
  5. Freestyle Administrative and Training Block;
  6. Freestyle Skiing Complex;
  7. Raduga Multifunctional Sports Complex;
  8. Lyzhny Sports and Training Block;
  9. Start Complex with the Ski Stadium and Roller Skiing Tracks with lighting and snowmaking systems;
  10. Gorny Sports and Training Block.

The estimated date of Winter Universiade venues' completion is between 2017-2018.

The competitions freestyle skiing, snowboarding, cross-country skiing and orienteering will take place in that complex.

Funpark Bobrovy Log

The complex was opened in 2006. It includes 14 courses of different levels of complexity, with a total length of 10 km and a vertical drop of 350 meters. Eight courses have been certified to meet the international standards established by the International Ski Federation (FIS). The winter period operating capacity is up to 5,000 people. The construction of an additional sports and training block and video broadcasting system will be required by 2019. Active construction of the block is currently under way.

The competitions alpine skiing and probably also snowboard will take place in that complex.

Platinum Arena Krasnoyarsk Sports and Entertainment Complex

It is a promising construction. It has been put into operation. Its capacity is up to 7,000 people. It is meant for ceremonies and figure skating competitions.

Crystal Ice Arena

It is a promising construction. The planned year of commissioning is 2018. Its capacity is up to 3,500 people. Ice hockey matches will be played here.

Biathlon Academy Multipurpose Complex

The venue began full operation in 2011. It Includes a sports complex with a hotel, shooting area with 30 targets and 12 km of ski tracks. Its simultaneous operating capacity is 106 people. In 2013, the complex obtained a Category В license from the International Biathlon Union, granting the right to hold international competitions of the Universiade level. By the time of the competitions, reconstruction (equipment of snowmaking and lighting systems) will be required. The Biathlon Academy hosted the World Ski Orienteering Championship in March 2017, the first test event before the Winter Universiade 2019.

Arena-Sever Multi-Functional Complex

It was built in 2011. It includes 60×30 m ice arena (this meets the requirements of the International Ice Hockey Federation), sports hall and a climbing wall (which meets the requirements of the International Federation of Sport Climbing). Capacity is up to 3,000 people. It is planned for reconstruction. It will hold short track events and ice hockey matches.

Leninsky Komsomol Stadium

The Leninsky Komsomol Stadium was opened in 1967. It is the largest sports complex of Siberia and in the Far East region. It includes a football pitch with heating system, track and field area, indoor track, and a hotel complex. The stands' capacity is up to 25,000 people. It is planned for reconstruction. It is mean for cultural events.

Ivan Yarygin Sports Palace

The Ivan Yarygin Sports Palace was opened in 1981. It has hosted several world championships and international tournaments in wrestling, dancesport and gymnastics. Until 1995 the building was an "ice palace". It was reconstructed into a "palace" with a parquet floor arena. The reconstruction and installation of the new ice equipment is planned for the Winter Universiade 2019 with the task of maintaining its multifunctional purpose. The capacity is 3,500 people, and is meant for curling competitions.

Yenisei Ice Stadium

The Yenisey Stadium was opened as an outdoor venue in 1971 for the bandy team Yenisey. It was demolished to make room for an indoor arena in time for the Winter Universiade. The basic structure of the complex is a bandy rink, 114x70 m, with stationary stands for 5,000 seats.[10]

Rassvet Ice Palace

The Rassvet Ice Palace was built in 2013. The palace has a full-size ice arena (61x30 m). Its capacity is up to 300 people. It is a training venue.

Pervomaisky Ice Arena

The Pervomaisky Ice Arena was opened in 2011. The ice rink has a full-sized ice arena. The stands' capacity is up to 200 people. It is meant for ice hockey competitions.

Health care

Regional Clinical Hospital

A new surgical block will be built with 615 surgical and 108 intensive care beds and 28 operating with a 3-shift work and carrying up to 8 operating manuals for each operating day, including 4 - to provide emergency medical care, equipped with digital navigation systems, optical imaging, multimedia technologies. Hospital services will include a full range of services, as well as intensive care and treatment of injuries. In addition, the new emergency room will be built. Commissioning date: 2018.

Clinical Hospital of Emergency Medical Care named after N.S. Karpovich

Reconstruction of the emergency and diagnostic unit and construction of the surgery unit are planned for the interdistrict hospital. Emergency operating rooms are planned to be equipped with digital navigation systems, optical visualization systems and multimedia technologies. Upon completion, the hospital will provide a full range of services including intensive care and injury treatments. The expected commissioning date: 2018.

Medical Centre in Universiade Village

Health Center in the village of Winter Universiade-2019 will provide primary health care for participants and guests of student games around the clock medical care from the emergency unit, an infectious unit, emergency station, offices of radiological and functional diagnostics and day hospital. Power center - 400 visits per shift. Put into operation.

Sports

There will be events in eleven sports. Athletes will compete for 76 sets of awards in 11 sports: alpine skiing, bandy, biathlon, cross-country skiing, curling, figure skating, freestyle skiing, ice hockey, short track, ski orienteering, snowboarding.

  • 3,050 sports delegates from 50 countries;
  • 200,000 spectators and guests;
  • 5,000 volunteers;

The Universiade Village capacity amounts to 3,743 people.

For a total number of 34 sport disciplines, transport and medical facilities will be built, reconstructed and repaired in the city for the Universiade.

Ambassadors of the Winter Universiade 2019 are famous athletes and public figures. The mission of ambassadors is to promote the city of Krasnoyarsk, the Krasnoyarsk Territory, whole Russia in the world community, to promote the ideas of student sports development and a healthy lifestyle among people of different countries, generations and interests.

  • Ilia Averbukh -figure skater, Honoured Master of Sports of the Russian Federation in figure skating and 2002 Winter Olympics silver medalist.
  • Darya Antonyuk -singer,winner of the fifth season of the Russian version of The Voice.
  • Victor Wild - Honoured Master of Sports in snowboard, 2014 Winter Olympics champion.
  • Kirill Veselov - Honoured Master of Sports in ski orienteering, world champion.
  • Zlata Demyanova - video blogger, and officially the youngest ambassador of international sports competitions.

Student Communities

The Student Communities of the Winter Universiade 2019 is a university student coordinating body aimed at involving students in the preparation and delivery of the 29th Winter Universiade 2019 in Krasnoyarsk. Each Student Community has its own projects and events dedicated to the Games, student sports and healthy lifestyle. The Student Communities of the Universiade 2019 are open to all students. 28 Student Communities of the Winter Universiade 2019 are currently operating in Russia, including the one on the territory of PFUR. The Student Communities of the Games are operating in St. Petersburg, Arkhangelsk, Vladivostok, Yakutsk, Yekaterinburg and other major Russian cities.

Dedicated stamps

On 2 March 2018 four postage stamps from the "29th Winter Universiade 2019 Krasnoyarsk. Sports venues" series were issued by the Russian Post. In addition to sports arenas, each stamp depicts the emblem of the Winter Universiade 2019.[11]

Preparations

An inspection visit in October 2017 caused optimism about the upcoming event.[12]
