Andrii Leonidovych Derkach (born August 19, 1967) is a Ukrainian politician, scientist, philanthropist, Member of Ukrainian Parliament (Verhovna Rada) (People’s Deputy of Ukraine).

Education

In 1989 graduated from Kharkiv Higher Military Command Engineering School.

1989–1990: served in the Strategic Missile Force at the technical missile base of the Pervomaysk division of the Strategic Missile Force, did combat duty.

In 1993 graduated as PhD in Law from Academy of the Ministry of Security of Russia with thesis on "Organization and conduct of meetings with secret agents”.

Career

He worked as Security Officer at the Office of Security Service of Ukraine in the Dnipropetrovsk region.

During the Orange Revolution in 2004, the “Era-media” holding, where Derkach is the Honorary President, supported the opposition. Also serves as the Chairman of the Artistic Board of the Television and Radio Company “Era”.

  • 2006–2007: President of the National Nuclear Energy Generating Company “Energoatom"[1].
  • 2007: Director General of the State Concern “Ukratomprom”
  • 2011–2013: Chief Advisor to the Prime Minister of Ukraine, pro bono

Parliamentary activity

1998–2006; 2007–present: Member of the Ukrainian Parliament of the 3rd, 4th, 5th, 6th, 7th and 8th convocations[2].

2002–2006: Deputy Chairman of the Ukrainian Parliament Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety.

Since 2012: Member of the Budget Committee of Ukrainian Parliament (Committee of the Verkhovna Rada on issues of budget).

2014–2016: Deputy Chairman of the Parliamentary Group "Nation's Will”. He withdrew from the group stating that he considers impossible to be involved in actions related to the violation of the constitutional rights of Ukrainian citizens by adopting the budget for 2016 and the Tax Code "which destroys entire branches of business and agriculture in exchange for posts and preferences, participation in the corruption schemes of the acting government, which parasitizes on European slogans, robs the state”.

On November 13, 2015, The Interfactional Parliamentary Association “For the Protection of Violated Rights of Citizens and Against Political Repression “Forbidden to Forbid” was established in Verkhovna Rada of Ukraine. Andrii Derkach was elected as the Chairman of the Association.

“Forbidden to Forbid” seeks to reveal, examine and prevent violations of the Constitution of Ukraine, laws of Ukraine, and international obligations of Ukraine, manifesting in present-day Ukraine – in particular, discrimination on political grounds, the use of law enforcement agencies in political struggle, the use of administrative and regulatory powers in struggle with political opponents and others.[3].

On January 26, 2016, Derkach initiated the creation of an interim commission of inquiry of the Verkhovna Rada on violations of the constitutional rights of citizens by acting government and set the aim to "check the abuse of power by the Cabinet of Ministers during the preparation and adoption of the state budget for 2016, the fraud of the Ministry of Finance with Ukraine's debt obligations, the stolen funds of the National Bank led by Valeriya Gontareva.”

Public work

Since 1997 serves as the chairman of the Charity Foundation for Ecology and Social Protection "Our Future”.

Since 2003: President of the International Festival of Orthodox cinema “Pokrov”.

Honorary president of the Media holding "Era-Media", chairman of the artistic council of the TRC "Era".

In 2009 elected Delegate of the Local Council of the Russian Orthodox Church of the laity of the Diocese of Konotop.

2010–2013: Member of the Inter-Council Presence of the Russian Orthodox Church.

Family

Wife – Terekhova Oksana Volodymyrivna, PhD in Pedagogy, Associate Professor of the Department of Cultural Studies of the Kiev National University of Culture and Arts.

The family has three daughters - Tetiana, Kseniya and Katerina - and two sons Grygoriiand Mikhail.

Father - Leonid Vasilyovych Derkach, former head of the Security Serviceof Ukraine.

Honors and recognition

  • Member of the Order of Merit of the III degree,
  • Member of the Order of the Supreme Church St. Vladimir, Reverend Nestor the Chronicler, Saints Anthony and Theodosius, St. Demetrius of Rostov, St. Theodosius of Chernigov,
  • Commander of the Order of Merit of the Italian Republic.
