Alan Richard Winde (born 18 March 1965), known as Alan Winde, is a South African politician and businessman. He currently serves as Provincial Minister of Economic Opportunities and Member of Western Cape Provincial Parliament. He previously served as Provincial Minister of Finance, Economic Development and Tourism. He is the Democratic Alliance's Western Cape Premier candidate for the 2019 elections.[1][2]

Winde is a entrepreneur and businessman, who has established many small businesses. He also worked for and managed many noteworthy companies. Before serving in the Western Cape Provincial Parliament, he was a councillor. Elected in 1999, he has held various leadership positions for the Democratic Alliance in the Western Cape Provincial Parliament. In 2009, he was appointed by Premier Helen Zille to hold a ministerial position in her provincial cabinet. He was reappointed in 2014.

Business career and early political career

Winde has experience as an entrepreneur, having started up and managing many small businesses. He was also a director of a tour company and a business broker with Aldes Business Brokers. In 1996, Winde ran as an independent candidate and was successfully elected to the South Cape District Council. He had previously served as a councillor for the Outeniqua Rural Council.

Shortly after being elected a councillor, he was approached by the leadership of the Democratic Party, to be a candidate for the Western Cape Provincial Parliament. He was elected in 1999.[3]

Member of the Western Cape Provincial Parliament (1999 - present)

He was sworn-in on 15 June 2009. During his first term, he served as Western Cape Provincial Finance Chairman and Member of the Executive Committee. He was re-elected in 2004 as the Democratic Alliance became the second largest party in the Provincial Parliament. Briefly before being re-elected in 2009, he served as Chief Whip of the Official Opposition and also as spokesperson of the Democratic Alliance on Environment and Planning and Deputy Spokesperson on Economic Development and Tourism. He was re-elected again in 2014 as the Democratic Alliance increased its seat total.[4]

Ministerial positions

He has held the following ministerial positions in Helen Zille's provincial cabinet.

Provincial Minister of Finance, Economic Development and Tourism (2009 - 2014)

In April 2009, the Democratic Alliance won a majority seats in the Western Cape Provincial Parliament, ousting the African National Congress administration. Premier Helen Zille appointed Winde to become Provincial Minister of Finance, Economic Development and Tourism. He was inaugurated on 7 May 2009 by Constitutional Court Judge Yvonne Mokgoro and succeeded previous Minister, Garth Strachan. After the 2014 elections, the position was dissolved. [5]

Provincial Minister of Economic Opprtunities (2014 - present)

In April 2014, Premier Helen Zille announced that Winde would now only lead the Department of Agriculture and Department of Economic Development and hold the title of Provincial Minister of Economic Opportunities. The Finance Department would now be an independent portfolio with its own Provincial Minister. He was inaugurated on 26 May 2014 by Western Cape Deputy Judge President Jeanette Traverso.[6]

Criticism of immigration regulations

Winde has been critical of controversial immigration regulations introduced by the Government of South Africa which he alleges has harmed tourism in the Western Cape. He has also organised a petition against the regulations.

Candidacy for Western Cape Premier

Announcement

Winde emerged as the front-runner quite early on in the race. On 19 September 2018, Democratic Alliance leader Mmusi Maimane announced Winde as the Democratic Alliance's Western Cape Premier candidate to succeed Premier Helen Zille after the 2019 elections. He defeated prominent candidates such as, the leader of the Democratic Alliance in the Western Cape, Bonginkosi Madikizela and Member of Parliament, David Maynier.[7]

Campaign

On 29 September 2018, the Democratic Alliance launched their campaign to retain the Western Cape after the 2019 elections at the Cape Town Stadium. The Western Cape is the only province that is currently governed by the Democratic Alliance. At the event, Mmusi Maimane, highlighted the party's achievements while governing the province, such as the province's low unemployment rate and that the party had turned the previously struggling provincial Education department into the best functioning department in South Africa.[8][9]

He has pledged to work with Cape Town Mayor, Dan Plato, if elected Premier.

Personal life

Winde is married to Tracy Winde. They have two children namely, Lauren Grace Winde and Jason Brett Winde.
