Compound of 目 (ma, “eye”) + の (no, “genitive”) + 辺り (atari, “area, proximity”). Initial /ma/ is the old form of "eye", also seen in 睫 (matsuge, “eyelash”), 瞼 (mabuta, “eyelid”), and 眦 (manajiri, “corner of eye”).
