1. Literally, a woman with school-age children, especially one who spends time transporting them between sporting activities.
2. (US) A stereotype or demographic referring to women, typically middle-class, who are considered overprotective of their children, often being overambitious for them and bragging about their success.

The term "soccer dad" is sometimes applied to fathers, but it does not have the same connotations. It is also more likely to refer to a father who coaches children's soccer or plays soccer himself.
