   I have neglected my garden lately, because I have travelled a lot.

This is an adverb. If there's a need to use it attributively, it must be combined with active present participle of the verb olla (“to be”).

Heitteillä oleva nurmikko on ikävä näky.

A neglected lawn is a sad sight.
