Millman was a member of the Joint Parliamentary Committee that held the 'Inquiry into the need for laws in Western Australia to allow citizens to make informed decisions regarding their own end of life choices' (otherwise known as the End of Life Choices Committee) which was established on 23 August 2017 and reported to the Parliament on 23 August 2018.[3] He subsequently chaired an Expert Panel convened by Attorney General John Quigley to make recommendations regarding potential improvements to the form and utilisation of Advance Health Directives.[4]

In 2019 Millman visited Israel as part of a Health and Medical Innovation Delegation led by Deputy Premier and Minister for Health Roger Cook, organised by the Australia-Israel Chamber of Commerce (WA).[5] Speaking in the Legislative Assembly, Millman said of the trip:

'Western Australia shares with Israel both an entrepreneurial spirit and a tradition of outstanding medical innovation. The calibre of delegates on the trip was a testament to both these attributes.'[6]
