PCL Construction

PCL Construction is a group of independent general contracting construction companies. Its headquarters are in Edmonton, Alberta, Canada. The United States Head Office is in Denver, Colorado. The company operates in the civil infrastructure, heavy industrial and buildings markets. As of June 2020, PCL was the 2nd largest[2] contracting organization in Canada and the 8th largest[3] in the United States.

History

PCL began operations in 1906 as Martin and Poole Construction, founded by James Martin and Ernest Edward Poole (October 18, 1883 – March 12, 1964) in Stoughton, Saskatchewan. Poole and Martin both returned to their homes on Prince Edward Island for the winter of 1906–07, and Martin decided to remain and retire. Poole continued the company upon his return to Saskatchewan in spring 1907, and he changed the company name to E.E. Poole Contractors.

In 1913, Poole renamed the company to Poole Construction Company Limited. In 1932, the company was moved to its current corporate headquarters in Edmonton, Alberta.

In 1975, the company opened its U.S. head office in Denver, Colorado. Ernest Poole's sons, John Edward (1917–2007) and George Ernest (1921–1997), sold the company in 1977 to their 25 senior managers[4] and Great West Life. Poole Construction Company Limited changed its name to PCL Construction Ltd. in 1979.

Organization

Dave Filipchuk has been president and CEO of PCL since 2016. He joined the company in 1984 as a field engineer. PCL is 100% employee-owned. It has more than 4,000 full-time professional and administrative salaried staff and more than 10,000 hourly tradespeople.

Operations

PCL’s buildings sector works on educational, institutional, residential and commercial construction projects.

The civil infrastructure sector carries out water and transportation infrastructure projects. This includes water and wastewater treatment plants and pipelines, bridge rehabilitations and rail projects.

The company’s industrial sector completes projects in the petrochemical, oil and gas, mining, and power and cogeneration industries.

Name Description
American Dream Meadowlands[5] Retail and entertainment site in the Meadowlands Sports Complex in East Rutherford, New Jersey, United States. PCL is general contractor for the 98-acre site. The project includes more than 450 stores, an indoor amusement park, water park and an indoor ski hill. The project started in 2014. The first stages opened in 2019 and the remaining will open in early 2020.
Agrium - VAULT PROGRAMME[6] Agrium potash plant in Vanscoy, Saskatchewan, Canada. PCL was the general contractor of the engineer, procure, construct expansion in joint venture with SNC-Lavalin. PCL used 4-dimensional animation to show an overview of the project and its buildings.
Canadian Museum for Human Rights[7] Canadian Crown Corporation and national museum located in Winnipeg, Manitoba, Canada. PCL was construction manager of the project. It was the first large-scale, complex project in Canada to use 3D modeling across all consultant and contractor teams. The project began in 2008 and was completed in 2009.
Jim Pattison Centre of Excellence in Sustainable Building Technologies and Renewable Energy Conservation[8] A building for the Okanogan College campus in Penticton, British Columbia, Canada. PCL managed construction, which went from 2009 to 2011. The building meets LEED Platinum Standards and holds Living Building Challenge Certification. The design includes low energy HVAC and electrical systems, hybrid structural elements and a target of net zero energy consumption when in operation.
Kearl Oil Sands Project[9] A multiphase oil sands development project near Fort McMurray, Alberta, Canada. PCL was contracted to develop six oil sands leases in a jointly owned project with Imperial Oil and ExxonMobil Canada. Kearl Initial Development, the first phase of the project, included bulk procurement, fabrication, module assembly and site construction. It began in January 2010 and was completed in April 2013. Kearl Expansion Project, the second phase, a near duplicate of the first utilities plant, started in 2011 and was completed in 2014.
OG&E Mustang Simple-Cycle Project[10] Simple-cycle power plant at the Mustang Power Plant in Oklahoma City, Oklahoma, United States. The new 400 MW simple-cycle power plant uses gas turbine generators. PCL was general contractor on the project that began in 2016 and finished in 2018.
Mall of America[11] Shopping mall in Bloomington, Minnesota, United States. PCL offered construction management for the project that started in 1990 and was completed in 1992. The mall features more than 550 stores, an amusement park, hotels and movie theaters. It is the largest mall in the United States.
Rogers Place[12] Multi-use indoor arena in Edmonton, Alberta, Canada. The concert venue and home of the Edmonton Oilers has the largest high definition scoreboard in the National Hockey League (NHL). It was the first Canadian LEED silver NHL facility. PCL offered construction management to develop the arena, parkade, community rink, interconnecting pedway, and Edmonton LRT access. Construction began in March 2014 and ended in August 2016.
STAPLES Center[13] Multi-purpose arena in downtown Los Angeles, California, United States. The concert, sports and entertainment venue is home to the Los Angeles Kings of the NHL and the Los Angeles Lakers and the Los Angeles Clippers of the National Basketball Association. PCL completed the project in just 18 months, beginning in March 1998 and ending October 1999.
Tempe Town Lake Downstream Dam[14] A replacement dam on Town Lake in Tempe, Arizona, United States. PCL was construction manager of the project that included eight steel gates that can be adjusted to control the follow of the Salt River. The dam is the largest hydraulically controlled crest-gate dam in the United States. The replacement started in 2014 and was completed in 2017.

Awards and Rankings

As of June 2020, PCL was Canada’s 2nd largest[15] contracting organization and the 8th largest[16] in the United States. PCL was named #14 on Engineering News Record’s 2019 Top 100 Green Contractors[17] list. In 2020, PCL was named one of Canada’s Top 100 Employers[18] for the 11th consecutive year. In 2020, PCL was named one of Canada’s Top Employers for Young People[19]. PCL won the Large Private Sector category of the 2019 Ingenious awards[20] for its ability to adopt new technologies and evolve to meet industry demands.

Controversies

In March 2018, the company settled a $10.53 million lawsuit stemming from an incident in July 2017, which resulted in the loss of electrical power to more than 10,000 customers on Hatteras and Ocracoke Island. While performing construction on Bonner Bridge, a steel casing was driven into an underground transmission cable, requiring a mandatory evacuation for visitors and resulted in much of the two islands being without power for 9 days.[21][22][23]
