C. V. Raman Global University is an engineering and management institution in the Bhubaneswar, Odisha, India. It was established in 1997 as CV Raman College of Engineering under C.V. Raman Group of Institutions. The institute is accredited by National Board of Accreditation (NBA). The college certifies to ISO 9001:2000.[1]

The institute is rated as "A" by National Assessment and Accreditation Council (NAAC)[2] and is affiliated to Biju Patnaik University of Technology (BPUT). It ranks amongst the top 5 engineering colleges in Odisha. On 29 February 2020, the college was granted university status and was renamed as C. V. Raman Global University.

Controversy

The University status is highly controversial and largely opposed by Students & intellectual mass of india.Students and alumni demanded to refund their more 100 cores illegal capitation fees collected by College authority from them.They alleged that college has been collecting excess fees from nearly 4000 students ,in blatant violation of FSC(Fee Structure Committee)guidelines,much beyond it's prescribed limits.The government post receiving grievance petitions had directed the college to refund the excess fees to all students expeditiously but college management is not refunding them their refund irrespective of FSC & Court Orders. Sensing the gravity of the issue, the SDTE Department had referred the matter to PPB (Policy Planning Body)appointed by Hon'ble Supreme court of India,to examine the affidavits and ensure Swift resolution.The PPB board after thorough examination,found substance in the facts and issued show cause notice to the concerned college as per it's delegated powers. Meanwhile,the college in order to escape the operation of Relevant sections of OPEI Act,4(10), had applied to Govt. for upgradation to university status adopting a back door Policy. Ironically, the State Law department had made a blunt observation, against upgradation to University in violation of university Guidelines 3.4. The department has unequivocally seconded the opinion on legal merit to SDTE Department that the college escapes from operation of OPEI Act,4(10),if upgraded to University. Crucially enough,the OPEI act 4.(10) strictly prohibits all college within it's purview from collection of capitation fees,/ Course Fees beyound the limit prescribed by the FSC,in any form. Violation of this clause attracts cancellation the, Affiliation of the institution concerned, with other Punishments as fit under penal criminal code. In meanwhile the Institution authority informed SDTE Department's constituted HPC that they had refunded the excess amount to students those had paid excess fees by several random cheque numbers. But Students/ petitioners have strongly and unequivocally rejected the such false claims made by the college,submitted valid representations to Department regarding the non-recepit and fake cheque numbers,for a necessary,swift and decisive action. This was ignored by the SDTE officials and bill placed before Odisha Legislative Assembly following due procedure but when the C. V. Raman Global University Bill placed before Odisha State Legislative Assembly it was strongly opposed by the Opposition members and they demanded instead of passing this bill send it to the Select Committee. The Opposition Chief Whip MLa Mohan Majhi gave a Statement in the floor of the Assembly that this is the scam of the century and a coterie of back channel managers, willfully manoeuvring the existing loopholes of legal Governmental procedures, routed through the power Center and a powerful lobby is working For this a CA firm managed and operated by college and the CA of one trader form Tamilnadu having mysterious relation between the college admistration,one Erstwhile Minister of SDTE from Puri District,coterie of corrupt officials are operating in this Scam and a deal of550 Cores Ruppes happened for giving university status. The Congress Lesgislative party Chief Whip Said that it seems to be with reasonable clarity the invisible culprit areorchastrating this grossly illegal violations and if the rulling party will pass this bill then he will go for a Hunger Strike and other opposition leader seconded him. After this matter came widely in Media the office of Honorable Governor of Odisha has sought a detailed report on undue favors shown to CVRCE before giving accent to the bill but for 3 months SDTE Department didnot give any report to His Excellency Governor of Odisha. Students/Petitioner/Alumni filed their petition before PPB MHRD All India Council for Technical Education (AICTE) and Univesiry Grant Commsion(UGC) against this controversial University Status and matter is still pending with those statutory authority till date

Academics

Mechanical Building

The college offers four-year undergraduate B.Tech degree programmes[3] and 2-year postgraduate degree M.Tech programmes.[4] It also offers a three-year postgraduate degree program in Master of Computer Applications, two year master's degree in MBA and three years B.Tech degree for diploma holders under lateral entry scheme with the approval of All India Council for Technical Education (AICTE) and affiliated under Biju Patnaik University of Technology. It also offers a 3-year Diploma engineering in various disciplines under State Council of Technical Education & Vocational Training.

Admission procedure

Admission to the undergraduate B.Tech program is through OJEE/JEE Main National level entrance test. There is provision of lateral entry of 20% of the sanctioned intake for Diploma holders directly to the third semester in their branch of study as per the BPUT guidelines.

Admission to the postgraduate M.Tech program is through Graduate Aptitude Test in Engineering (GATE) Score.

Admission to the postgraduate MCA and MBA program is through the Odisha Joint Entrance Examination (OJEE) national level entrance examination. Though students of MBA can also be admitted through Management Aptitude Test (MAT) score, which is another national level entrance examination, in India for MBA entrance. The candidate should have a graduate degree in any stream for MBA.
