Zall-Dardhë is a village and a former municipality in the Dibër County, northeastern Albania. The population at the 2011 census was 1,051.[1]

During the King Zog era after the fall of Fan Noli's short-lived democratic regime, Kuvendi then /Komuna at present times, the local authority rule had flourished during the pre-world war second times, but had since fallen into decay, In the past history the local rural people in of Zall-dardhe and across the country were allowed to continue sending representatives to Parliament but nowadays they can not! It seems that many democratic rights are now lost.

Until the year 2014 Albania consisted of municipalities which represented the basic unit of local self-government in the country. Each of the municipalities has a mayor, the locally elected leader of Komuna. Komuna who's role as defined by the country's Constitution ensures minority communities' right to representation at the local level, the right to local self-government, and the country's respect for the European Charter of human rights. was established by the first parliament act of Albanias' post-communism era and had existed until the year of 2014 when the governing party tried to force a bill to size their existence, and even got rid of its name!

In 2014, against the will of the local people the governing party of Edi Rama tried to force upon people one of the most controversial law 'in the name of' so-called local administrative decision reform and sized Komuna's existence, across Albania ; even got rid of their name!

Despite the boycotted parliament vote by Albania's main position party – PD, and the refusal of the country' president to decree the act. the act was eventually forced upon local regions in the year 2014 with the votes of only the governing party.

The bill was called unconstitutional by the main opposition party, the country's then president Mr. Nishani and almost every local authority effected.

The people feel that their local self-governing rights were taken away and that the democracy is being undermined.

In Zall-dardhe, there is a long self-governing tradition and Kuvendi/Komuna are really part of its history. It was called "Dheu"; 15 elected wise men would form a governing council in the old times and the people strongly believed in it. It carried on this way until the self-governing rights were taken away in the dark era of communism period; the dictatorship rule of communism 1945–1990, was a time when everything seems to have stopped and there was no democracy concept rule applied off course.
