Uddannelsesloftet

L69 Lov om ændring af lov om adgangsregulering ved videregående uddannelser: (Begrænsning af dobbeltuddannelse), colloquially known as uddannelsesloftet ("the education ceiling") is a Danish law limiting access to multiple educations. Proposed on November 9 2016 by Ulla Tørnæs, then minister of higher education and science, it initially called for restricting persons from full-time, fully state-funded videregående uddannelser if they had already completed a videregående uddannelse at the same or a lower level, the rationale being that this would free up 342.3 million DKK, to be used to patch an expected hole in the dagpenge system.[1] Some exceptions are made, one being that the new education is on an annually-maintained list of educations with low unemployment rates.

The proposal was passed on December 19, 2016, with 79 votes for (V, S, DF, LA, KF) and 24 against (EL, SF, RV and Å).[2]

In January 2017, the ceiling was softened. The changes are:[3]

  • Vocational university (erhvervsakademi) graduates may attend vocational university after six years.
  • Professionsbachelorer and akademiske bachelorer and others with a mellemlang videregående uddannelse may take another vocational-university or bachelor education after six years.
  • Masters may take a vocational-university education, a bachelor's or another master's after six years.

No six-year waiting period is required if:

  • Health reasons prevent one from using a previously completed education on the work market;
  • one's previous education has become obsolete, i.e. the education has radically changed or seized to be offered;
  • the education is on a list of educations with a negligible employment rate (positivlisten).

On Januar 26, 2018, a borgerforslag -- the first ever -- to abolish the ceiling was put forth. However, it was rejected by folketinget.[4] In that context, Søren Pind supported the ceiling with reference to its ensuring 308 million DKK for the dagpenge system. According to Sana Mahin Doost, chair of Danske Studerendes Fællesråd, ca. 72% of students are affected by the ceiling.[5]
