Sushilkumar Sambhajirao Shinde (born 4 September 1941) is an Indian politician from the state of Maharashtra. He was the Minister of Home Affairs, Minister of Power in the Manmohan Singh government, and the Leader of the House in Lok Sabha[1][2] until 26 May 2014. He previously served as the Chief Minister of the state of Maharashtra during 18 January 2003 to October 2004.

Early life and education

Shinde was born on 4 September 1941 at Solapur, Maharashtra in a Marathi family. He belongs to Dhor (kakkaya) caste which is known traditionally for their leather Bag making.[3] Shinde completed his education with an honours degree in Arts from Dayanand College, Solapur; and later in law from Shivaji University.[4] and ILS Law College, Pune and Ruparel College, Matunga, Mumbai.

Career

Shinde started his career as a boy poen, peon and clerk in Solapur sessions court, where he served from 1957 till 1965. Later, he joined the Maharashtra State Police as a direct graduate police sub - inspector in CID ,[5] and served as sub-inspector of police,in Mumbai Maharashtra state CID for six years.[6]

Shinde is a member of the Congress Party. He won the Maharashtra state assembly elections in 1974, 1980, 1985, 1990,1992, 24 May 2003 to August 2004-(General) by election, September 2004 to 2 October 2004-(General) [7] Shinde was elected to Rajya Sabha from Maharashtra during July 1992 to March 1998.[8] In 2002, Shinde lost the election for the post of Vice-President of India contesting against the National Democratic Alliance candidate Bhairon Singh Shekhawat. He served as the chief minister of Maharashtra from 2003 to 2004 He was appointed as the Governor of Andhra Pradesh on 30 October 2004 replacing Surjit Singh Barnala, who became the Governor of Tamil Nadu. He left the office on 29 January 2006.

Shinde was elected unopposed to the Rajya Sabha for second time from Maharashtra on 20 March 2006.[9][10][11] Shinde became the Leader of Lok Sabha after his predecessor Pranab Mukherjee was elected President of India.[12] Shinde served as Power minister of India from 2006–2012. Later, he was appointed Home Minister of India in 2012.[13][14]

In 2014 Lok Sabha elections, Shinde was the Congress party nominee. He was defeated by BJP Candidate Mr. Sharad Bansode.

Criticisms and controversies

Telangana 2014

He was one of the key figures in division of Andhra Pradesh. Being Union Home Minister, he favoured the division and the formation of Telangana, amidst lot of controversy. Some of his unilateral actions were questionable and were alleged to have ulterior motives.

North India power failure

During the 2012 northern India power grid failure, Shinde deflected criticism by observing that India was not alone in suffering major power outages, as the United States and Brazil had both experienced similar blackouts within the previous few years.[15][16] Officials in Uttar Pradesh, where the problem was believed to have begun, said the grid could not keep up with the huge demand for power in the hot summer. Uttar Pradesh power corporation chief Avnish Awasthi stated that the grid collapse was due to the states drawing more than their allotted power to meet the summer demand.[16]

Personal life

Sushilkumar Shinde and his wife, Ujwala have three daughters.[17] His daughter Praniti Shinde is an MLA of Solapur, Maharashtra India.

Former Union Home Minister Shri. Sushilkumar Shinde personifies tremendous energy, will power, connect with the people and probity, which have characterized his public life of over 45 years in the service of India.

          Born on 4 September 1941 in a very backward caste family in Solapur, a town in the underdeveloped region of South Maharashtra, Shri Shinde began his Saga of Struggle since early childhood. He lost his father at a very tender age and had to survive challenging times along with his two mothers, both unlettered. Undaunted, he completed his initial education by working as a baby sitter in day time and by attending a night school. 

Shri. Shinde began his life in true sense as a Boy Peon in Solapur District Court. Later, he entered college while still working and graduated with impressive performance. Higher goals were beckoning him all the time. Accordingly, he joined the Law College in Pune with the determination that he would practise in the same court one day. Even before that ambition was fulfilled, he was selected as a Sub Inspector of Police in Mumbai and got wedded. Subsequently, he decided to join politics, risking uncertain future. Shri. Shinde was elected to the Maharashtra Legislative Assembly in 1974 in a byelection. That victory launched his political career. He has never looked back and continues to remain active till date.

                     While occupying various legislative and ministerial positions in Maharashtra and India ever since, Shri. Shinde has always kept the deprived and needy as the focus of his public service. Over the decades, Shri. Shinde has enabled countless people, who have been flocking to him for guidance and other help, day in and day out. Many bright students from backward castes and tribes are thankful to Shri. Shinde for a special scholarship he created as Chief Minister of Maharashtra so that they could acquire higher education in India and abroad. 
              Shri. Shinde has blended his political, social and cultural activities so seamlessly that he is the cynosure of all eyes in any gathering. His smiling demeanour in most situations has become his personal trademark. Even his critics find it remarkable that Shri. Shinde can maintain his cheerful outlook in spite of the adversities he has had to face. 
               Shri. Shinde has never lost the deep faith he has in India’s democracy. He candidly gives credit to Indian society because of its liberal psyche, which have given him the strength and confidence to  overcome the obstacles in his struggle to reach spectacular heights in national affairs.
                 Shri. Shinde’s negotiating skills were first acknowledged  by then Prime Minister in 1978 for cordially ending a serious labour dispute in Mumbai. Shri. Shinde was handpicked for joining an Indian delegation to the UN a little later although he was quite young for such an honour. All through his political career, he has remained a trusted party worker but has retained personal camaraderie across the political spectrum. As Governor of Andhra Pradesh, Shri. Shinde combed the entire state within a short time and liaised with the general public in a bid to bridge a gap between the populace and the government. The thronging masses outside his official residence at Hyderabad were the testimony of his link with the common man. He converted the Raj Bhavan premises into a scenic location in the brief time he occupied that mansion. As Power Minister of India, his everlasting initiatives have taken India ahead in achieving its goal of Power to All. As Home Minister of India, Shri. Shinde exhibited great courage in punishing the perpetrators of the 2001 attack on Parliament and the 2008 Mumbai Massacre. The Police Force and Para Military Forces in the country were modernized and supplied with latest equipment during his tenure at the Home Ministry. Time and again, Shri. Shinde has proved his mettle one way or another. 

Shri. Shinde’s life is a shining example of a scintillating series of achievements. Social empowerment is the foundation of his legion activities, which have aimed at enabling the society in general. He has ceaselessly maintained that only those in need of reservations should benefit from this provision and those already progressed should make room for the genuine needy. He is unfazed by the criticism he has attracted for this bold stand.

                         Shri. Shinde has scored many stellar achievements, all the while ensuring that there are only political opponents, not enemies. Thus, he is among the very few public figures who rarely invite criticism for their personal beliefs. At the same time, he remains rock solid while taking major decisions which he believes will ultimately benefit society and the nation. 

Though busy with state and national affairs, Shri. Shinde has always given priority to the development of Solapur, the hometown that has witnessed and blessed his metamorphosis into an international personality. He owes his rise to the people of Solapur and has expressed this gratitude from public platforms many times. In short, Shri. Shinde is a torch bearer of a thriving democratic India and the one who has realized the dreams of our founding fathers.

The veteran Congress leader in turn thanked the people of Solapur for repeatedly retaining their faith in him and said his achievements would not have been possible without their whole-hearted backing.
