Background

New Speaker had to be elected after legislative election. 2002 legeislative election concluded with victory of ČSSD. ČSSD formed coalition with KDU-ČSL and US-DEU. Coalition nominated Lubomír Zaorálek for the office.[2] The incumbent Speaker Václav Klaus originally intendet to not seek reelection because he considered it "a lost fight" but members of ODS MPs managed to persuade him to participate. Klaus' participation was considered only a gesture showing the governing coalition that ODS is prepared to be a strong opposition.[3][4]

Voting and aftermath

Speaker wasn't elected in the first round. Zaorálek received 99 votes while Klaus 76. Coalitoon government holds 101 seats in the Chamber of Deputies which menas that 2 MPs didn't vote for Zaorálek. He was eleceted in the second round when he received 101 votes. Klaus congratulated him for the victory and stated that he expected the result.[4]
