Shipping Master

The Shipping Master[1] is an official appointment by the Government, who presides over the signing-on and discharging of seamen from ships. The Shipping Master[2] is also the issuing authority for the Seaman Service Book to the Merchant Navy officers. In Pakistan, the Shipping Master[3] is appointed by the Government of Pakistan and is also the head of the Government Shipping Office[4] at Karachi.

Purpose

The purpose of Shipping Master is to administer the shipping activities, more specifically in relation to the seafarers and their engagement and discharge from ships.[5] Also, to grant Port Clearance to incoming and outgoing merchant ships at the Seaports. Other than that, the Shipping Master is responsible for implementing the rules and ILO conventions in relation to the Pakistan Merchant Shipping Ordinance 2001.[6]

Functions

The functions of Shipping Master are related to:

  1. Issuance of Seaman Service Book to seafarers.[7]
  2. To Examine the ship's papers and grant Port Clearance to incoming and outgoing ships.[8]
  3. Supply crew to all Pakistani and Foreign Ships[9]
  4. Settling Disputes between Seafarers and Shipping Agents[10]
  5. Give policy advise and recommendation to the Government of Pakistan under the Central Maritime Advisory Committee[11]
  6. Maintain Records of seamen at the Government Shipping Office[12]
  7. To Realize Government Dues for services from Shipping Agents.[13]

International representation

The Shipping Master may represent the Government at various international forums such as the International Maritime Organization and the ILO.[5]

Current office holder in Pakistan

At present, Masood Ahmad is appointed as the Shipping Master by the Government of Pakistan.[14]
