Serhiy Pashynskyi (Ukrainian: Пашинський Сергій Володимирович; born on October 14, 1966 in Berezne Raion, Rivne Oblast, Ukrainian Soviet Socialist Republic) is Ukrainian politician. Head of the Presidential Administration of Ukraine (March 5, 2014[1] – June 10, 2014[2]).

Biography

Sergei Pashinsky was born in 1966 in the Rovno Oblast of Ukrainian SSR. In 1991, he graduated from the Kiev Pedagogical Institute named after A.M.Gorky. While studying at the Institute he took part in public works, he also was a member of the Komsomol committee.[3] In the early 1990s, he worked as a teacher, and then went into the business.[3] According to the Central Election Commission of Ukraine, in 1998 he was president of CJSC "Trade House of Bank Ukraine". In 1999-2000, he worked as Deputy Chairman of the Board of Oschadbank.[4]

In February-August 2005, Pashynskyi was an adviser to the Prime Minister of Ukraine Yulia Tymoshenko.[4] In 2006, he joined the party All-Ukrainian Union "Fatherland". In the same year he was elected to the Verkhovna Rada for the first time.[3] From 23 November 2007 to 12 December 2012, he was a people's deputy of Ukraine of the 6th convocation from the Yulia Tymoshenko Bloc (number 73 in the electoral list).[4]

From 5 March to 10 June 2014, Serhiy Pashinsky was acting Head of the Presidential Administration of Ukraine. After the election of Petro Poroshenko as the President of Ukraine, Pashinsky returned to the Verkhovna Rada.[4]

In January 2015, Pashinsky initiated the restriction of photo and video recording of meetings of the conciliatory council of the heads of the parliamentary factions and committees of the Verkhovna Rada. Pashinsky said he does not want the meetings turn into "political talk shows." At the same time he supported audio fixation and called for the creation of regulations for the statements of the leaders of the factions and committees.[5]

From 2014 to 6 October 2016, he was the head of the supervisory board of the State Concern Ukroboronprom. According to the report of the National Anti-Corruption Bureau of Ukraine, the company has developed a strong corruption system. Thanks to that system, officials at Ukroboronprom siphoned off funds from a $39 million contract to supply details for Antonov AN-32 aircraft to the Ministry of Defence of Iraq.[6][7]

Controversies

On 18 February 2014, during the protests on Maidan Nezalezhnosti (Independence Square), a video appeared on the network in which Serhiy Pashynskyi takes sniper weapons out from the square - there was a hunting Norinco CQ-A carbine, clone of M4A1 variant of M4 carbine. The link to the video was posted on the official website of the Ministry of Internal Affairs of Ukraine.[8]

According to former officers of the Georgian army, snipers Koba Nergadze and Alexander Revazishvili, 19 February 2014, Serhiy Pashynskyi and Volodymyr Parasyuk brought bags with weapons to the Hotel "Ukraine". Pashynskyi ordered a group of snipers to shoot at protesters on the Maidan Nezalezhnosti and the soldiers of the Berkut. Pashinsky also took part in the shooting, using a Kalashnikov 7.62 mm rifle. After a short turn, the snipers had to change their position.[9][10][11]

On New Year's Eve from 2016 to 2017 Serhiy Pashynskyi shot in the foot of a resident of the Kiev's suburb Vyacheslav Khimikus. According to the deputy, he defended himself. Vyacheslav Khimikus claims that he struck the deputy with a bottle on the head after he sent the weapon to him.[12]

Criminal prosecution

In November 2002, the Prosecutor General of Ukraine accused Serhiy Pashynskyi of stealing $ 4 million in 1999-2000, as well as committing fraudulent transactions in obtaining loans from other banks. On 30 November 2002, the Pechersky court of Kiev, within the framework of the criminal case, issued a sanction for taking Pashynskyi into custody. He was arrested on suspicion of embezzling the funds of Sberbank of Ukraine, intended to compensate Soviet deposits to citizens who have reached the age of 80. Charges were raised under article 191, part 5, and article 222, part 2 of the Criminal Code of Ukraine (appropriation of someone else's property in especially large amounts by abuse of office; fraud). On 6 February 2003, the Appeal Court of Kiev released Pashynskyi under a restriction of travel order. According to the Ukrayinska Pravda, Yulia Tymoshenko personally came to the Lukyanivska Prison to take out Pashynskyi, whom the investigation allegedly wanted to re-arrest.[13]

Personal life

In February 2015, the 24-year-old son of Serhiy Pashynskyi, Anton Pashynskyi, became the top manager of State Foreign Trade Enterprise Spetstechnoexport, Ukrainian entity focused on export-import activities at foreign armaments markets. The company confirmed this information. According to the Ukrainian media, Anton does not have a specialized education in the export and import of weapons. The unit led by Anton Pashynskyi, is responsible, in particular, for the supply of arms to the Sudan.[14][15][16]
