Sergey Ivanovich Menyaylo (Russian: Сергей Иванович Меняйло; born in 22 August 1960) is a Russian political military commander, former deputy commander of the Black Sea Fleet and between April 2014 and July 2016. He served as the Governor of Sevastopol between 2014 and 2016, but decided to leave the post to be appointed to be a Presidential Envoy of the Siberian Federal District[1][2].

Biography

Sergey Menyaylo was born in Alagir in 22 August 1960. In 1979, he graduated as a navigational engineer, and he began working in the North Fleet.

In 1990 he was elected a member of the Murmansk Regional Council. In 2008 he participated in the war in South Ossetia. The following year, he was appointed deputy commander of the Black Sea Fleet through a decree.[3]

In April 2010, he was candidate of the United Russia party for a position in North Ossetia-Alania.[4]

In December 2011 he left military service.

On April 14, 2014, Aleksei Chaly, the acting Governor of Sevastopol since the beginning of the Crimean Crisis of 2014, resigned his position and asked Vladimir Putin to appoint Menyaylo as the "interim governor" of Sevastopol[5]. That same day was confirmed in the charge by a presidential decree[6].

He resigned his position at the end of July 2016, and was later appointed as a Plenipotentiary Representative of the President of the Russian Federation in the Federal District of Siberia[7][8].
