The Sappaya-Sapasathan (Thai: สัปปายะสภาสถาน; RTGS: Sappayasaphasathan; IPA: [sàp.paː.já.sà.pʰaː.sà.tʰǎːn]) is the third parliament house of Thailand replaced the original building Parliament House of Thailand that near Dusit Zoo. The Sappaya-Sapasathan is located on Kiakkai Road along the Chao Phraya River. The project was initiated in July 2008, when Samak Sundaravej became Prime Minister.[2]

Sappaya-Sapasathan is the winner from the new parliament design contest by Theerapol Niyom the National Artist of Visual Arts. It is a large parliament house building project. On an area of over 424,000 square meters, with a total budget of approximately 12,000 million baht, can accommodate more than 5 thousand people, and can accommodate more than 2 thousand cars parking. The main feature is the Thai pagoda in the center of the building. This is the meeting place of two chambers: the upper house, (the Senate of Thailand), and the lower house, (the House of Representatives of Thailand), the two houses of the National Assembly of Thailand.[3]

There are also museums, a convention center, a seminar room, a banquet hall, an office room, and more.

Name

Sappaya-Sapasathan is combination with the word combination between Sappaya or the seven of Sappaya mean comfortable, conducive conditions, supportive and the right thing[4] and the word Sapasathan mean the council of peaceful.

History

The Thai parliament houses has changed its place more than twice, first place was Ananta Samakhom Throne Hall that used since Siamese revolution of 1932 until 1974 and moved to the second place was Parliament House of Thailand but because of the place that has become more crowded when the number of MPs and senators increased so the idea of new parliament house was begun. In 2008, there was a meeting to procure a new parliament building, with Prime Minister Samak Sundaravej at that time considering the construction of three area to built new parliament house were Dusit District, Mueang Nonthaburi District, Khlong Toei District. Finally the conclusion of the meeting was choose Dusit District to be new area for built the new parliament house.[5]
