RADA Special Deterrence Forces (Arabic: وزارة الداخلية قـــوةْ الـــرَدَعْ الخـَــاصَـــةْ‎), Interior Ministry Special forces RADAA or the Interior Ministry – RADA Special Deterrence Forces, commonly known as simply "RADA" is a radical Islamist special operations military police unit formed in Tripoli Libya for the purpose of tackling crime in the current Political vacuum. Recent high-profile Kidnappings,^[1] murders, drug and alcohol poisoning related deaths, illegal migrant smuggling, weapons smuggling, explosives smuggling, terrorist attacks and plots and a lack of political power and police force in Tripoli provoked the founding of a special unit of police force to tackle the current crime status in Libya.

The current leadership of this specialized police force is Abdul Raouf Kara.^{[2][3][4][5][6]}

History

RADA special forces was originally a fighting unit that helped topple dictator Muammar Gaddafi in the Feb 17th, 2011 Revolution. After the removal of Gaddafi, Abdul Rauf Kara was member of the police force formed by the Supreme Security Committee with reported 700 men at his disposal. The Supreme Security Committee (SSC) was then dissolved into the Ministry of Internal Affairs of Libya^[7] where his forces were then relabeled as RADA Special Deterrence forces under the guidance of the Ministry of Interior.

Operations

RADA Special Deterrence Forces operates as an independent department under the Ministry of Interior,^[11] and implements a focused anti-narcotics and police force mandate. RADA Special Forces are involved in police work, investigations, arrests, patrols, checkpoints, and other anti-crime activities. This organisation actively and publicly releases images and online footage displaying the seizure smuggled explosives and its components smuggled by terrorists, unregulated alcohol seizures, unregulated medical goods such as highly addictive Tramadol, dollar-dinar black market inflation control arrests, arrests of suspects of terrorism and terrorist affiliates, arrests of kidnappers and other high time criminals, arrests of smugglers of both goods and immigrants, raids on buildings believed to house illegal contraband, etc.

The RADA Special Deterrence Forces organization operates within Tripoli but also outside the capital, in cities such as Sabratha, Zawiah, Benghazi, Sirte, Dernah, Zwarah and other major cities.

The RADA Special Deterrence Forces operates under common law principles, however, Ethics diverge from common law, as they are affected by wider orthodox religious based on hardline Islamic laws which were necessarily implemented post 2011 Libya's civil war due to country wide Anarchy.

As an example, in August 2017, one of Libya's most notorious Human and fuel smugglers " Fahmi Salim Bin Khalifa " was captured^[12][13][14] as ordered by the Attorney General's Office and praised by the state owned National Oil Corporation. The move is notable due to Libya's 2013 – 2017 security vacuum and governance crisis since the February 17 – Libya Civil war to oust Gaddafi.

Controversy

Abdul-Rauf Kara, Has admitted that RADA special forces is composed of different groups of Militias, Including Moderates, Extremists, and Ultra Extremist groups, who to some, could very easily entail a link with Daesh ( ISIS ) units within RADA. He has admitted himself within this Interview.

Controversy : Raid on Comiccon Libya – On 3 November 2017, RADA special Deterrence forces and the Nawasi Brigade in charge of security shut down the officially registered 'Comiccon Libya' event which hosted around 2000 – 3000 people. This came as RADA raided the Data El Emad office complex area. The area was evacuated before the arrival of RADA, however on arrival, the remaining organizers and participants were arrested. Initially, over 140 people were arrested, however, they were soon released, and only 20 people were taken for questioning including a girl. No legal basis was provided for the arrests.

The arrests came with the accusations that the organizers of Comiccon allegendly hosted "Satanic, pornographic, and masonic material that intended to corrupt the morals of the youth and the Libyan people, influenced by western culture". The alarm was raised when Facebook groups mistakenly labeled the comiccon event as a Halloween event, implying that the event was hosting unislamic pagan material. Commiccon was sponsored by the 'SIGMA' group, and hosted Comics from MARVEL and other related material ( Otaku ) from anime cartoons and manga comics. Foam board images of Catwoman, wonderwoman, and The Hulk were torn down, Action figurines from Disney were broken as they "represented false idols" as they were deemed inappropriate and 'Haram' by the hardliner Islamists. AL Nawasi brigade in charge of security demanded the immediate removal of Japanese art and language writing as some of them resembled Christian crosses. A korean – Japanese booth selling Japanese Kimonos was closed down with the accusation of it spreading Buddhism and Buddhist related ideology. The organizers of Comiccon face '"legal prosecution" for "violating public morals", during their captivity, it has been reported by the captives that they were mistreated, beaten, had their heads shaved then forced to watch religious videos and videos on 'Global Illuminati' under Rada militia captivity.

Torture On 4 November 2017, An artist who was arrested and who participated in the event was released, and reported that he has been mistreated, humiliated and beaten by members of RADA forces, and has been accused of Un-Islamic artwork, of being an Infidel, and agnostic and an Atheist. People who have attended the comiccon event live in fear over their impending arrests, for the artwork they have shared. By 15 November, 15 people were released, however, 6 participants including the organizers were still being detained, with fears that they were beaten. 2 younger brothers of the main organizer were also detained and feared beaten. No legal basis was provided for their detention and are being kept indefinitely with rumors that they are being kept to have their wounds healed so that the public does not see them in their current status. Youth Arrests – On 5 November 2017, RADA has captured youths dressed in rock and roll metal clothing. RADA accused them of Satanism. Facebook communities have been active with people fearing more captures by RADA's forces.

UNSMIL Libya On 7 November, UNSMIL and UN has called for the immediate release of all comiccon detainees, on the basis of freedom of Expression and peaceful assembly as being a fundamental human right.

By 27 November, Almost all detainees were released, however, 6 people remain in custody, and will remain so for 'estimated 3 months'. Detainees were asked to give testimony to the treatment given to them by RADA, however, have refused to speak about their experiences.

By the 20th Of December (2017), All detainees were released. Details of their captivity paint a grim picture of their experiences in Jail and their investigation being religious inspired Inquisition-Like. The verdict in court was innocent, and no crimes were committed. Financial gains, ( Ticket Monies ), booth sales, and reparations for damages were not returned to any of the Comiccon participants.
