Nalini Netto

Nalini Netto was the Chief Principal Secretary to the Chief Minister of Kerala. She was appointed as State Chief Secretary took the office on April 1, 2017, from incumbent S. M. Vijayanand, who vacated on March 31 on superannuation. She is the 42nd head and 4th women head of the state bureaucracy.[1] Her cousin Girija Vaidyanathan is the current Chief Secretary of Tamil Nadu[2] and both Nalini, Girija and Vijanand were 1981 batch IAS officers.[3] Before becoming the chief secretary she had been in the post of Chief electoral officer and home secretary. Nalini Netto was in news when she filed a case against the Transport minister Neelalohithadasan Nadar in 2000 when she was the Transport Secretary.[4] Before this incident he was penalized for a similar case filed in by the forest officer Prakriti Srivastava.[5]

Personal life

She was born on 19 August 1957[6] at Thiruvananthapuram, Kerala. Her father, T.S. Ramakrishnan, was a locally famous Mathematics Professor. Mother, Chandra, was a house wife. Nalini's brother Mohan is an Indian Revenue Service officer. Her husband Desmond Netto is a senior IPS officer in Kerala. They met during field training sessions in Mossourie. Theirs was an intercaste marriage held in Mysore, according to the special marriage act. The couple has a daughter, Aneesha, who completed a college degree in English Literature.

Early education was done in Model School, Cotton schools, Sisuvihar schools and in Cotton hill English Medium Schools in Thiruvananthapuram. Later on, she obtained a bachelor's degree in chemistry from University. She was rank many rank holders during those period. During her career, she studied M.A. (rural development) from abroad.[7] She earned an Mphil and completed her research and was awarded Ph.D.

Career

In her long career, Nalini Netto has held key posts including the State, starting from 1981, as Tourism Secretary, Irrigation Secretary and District Collector of Thiruvananthapuram. She was then made the Transport Secretary in 1999. Later, Nalini became the first woman to hold the office of the Chief Electoral Officer (CEO). Then, she served as the CEO for 11 years. Nalini Netto became the Additional Chief Secretary in 2014.

Conflicts with Nadar

In 1999, Nalini, who was the Transport Secretary then, boldly reacted to alleged sexual harassment by Transport Minister Neelalohitadasan Nadar, leading to the resignation of the latter. Though Nadar was later acquitted in the case, the IAS officer sent out a strong message by pursuing the case against the top politician. T P Sundararajan, a retired Intelligence bureaucrat turned law professor, was the one who fought the case for her.[8]

Conflicts with Senkumar

It has been alleged that there is a feud between Top IAS officers and the DGP Senkumar was the one who suggested Viyayanad over Nalini for the post of chief secretary while the congress led government were considering home secretary Nalini for the top post.[9]

Two reports filed by Nalini Netto against Senkumar were taken into account for replacing Senkumar with Loknath Behra as DGP of Kerala after the new CPM led government was sworn in. In her first report on the Puttingal temple fire, Nalini had indicated that the Kollam city police commissioner, the Chathannur assistant commissioner and the Paravoor circle inspector be held responsible for the tragedy. Senkumar alleges that this report has been tampered with. After the abandonment from DGP post, Senkumar moved to Supreme Court and obtained a favourable verdict to reinstate him as DGP. The state government was not to comply with the court order though. Again, Senkumar moved to the Supreme Court, seeking to initiate contempt of court proceedings against Kerala chief secretary Nalini Netto over the delay in his reinstatement. Senkumar said that after the SC judgement, he had written to the Chief Secretary and had also sent a second communication attaching a copy of the SC verdict.[10][11]
