Karluk Manor

Karluk Manor is a Housing First facility in Anchorage, Alaska. It is targeted for homeless alcoholics who are not yet ready to quit drinking.[1] The project was approved in 2010 by the Anchorage Planning Commission by a vote of 7-2.[2] RurAL CAP, a non-profit organization that intends to require chronic inebriation as a condition of tenancy, has attempted to move forward with construction in defiance of the local community council.[3]
