José Patricio Guggiari Corniglione (born on 17 March 1884, in Asunción – died on 30 October 1957, in Buenos Aires) was a Paraguayan politician, who served as the 32nd President of Paraguay.
Background
He was born in the home of his parents, Pedro Guggiari and Petrona Corniglione, and was of Italian-Swiss ancestry. He married Mrs. Rosa Ramona Rojas and had a daughter, María Estela, one son, José Antonio Guggiari Rojas (who married Alejandrina Marasco), and another daughter, Clementina (who married Miguel Peralta).[1]
The family moved to Villarrica del Espiritu Santo, where he attended primary school. He completed his secondary studies at the National School of the Assumption and graduated in 1901 with a bachelor's degree in science and letters. In 1910 he was awarded a doctorate in law and social sciences.
Political life
He would found the liberal Constitutional Party before he was elected to the Chamber of Deputies in 1913 and would be President of that body in 1918. He would serve as the interior minister of Gondra in 1920. He was president of his party in 1922.
He was president of Paraguay (15 August 1928 - 15 August 1932), following the presidency of Eligio Ayala.
Guggliari's suppression of protest on 23 October 23, 1931 led to the presidency being transferred to Vice-President Emiliano González Navero from 23 October 1931 until January 17, 1932. Guggiari requested that his trial that resulted from the protest suppression be conducted by Congress. Guggiari was acquitted. This is supposedly the first instance of a Latin American president subjected to political trial and acquitted of charges.
